HomeMy WebLinkAboutLakeshore Advance, 2011-09-28, Page 22 Lakeshore Advance • Wednesday, September 28, 2011 Lambton Shores discusses tracking motions, public discussion period and the Official Plan Lynda Hillman -1181310y Lakeshore Advance Deputy mayor Elizabeth Davis Dagg made a motion at last week's regular meeting stating that a running list of staff reports and staff requests he established. In addition to the item requested, this master list will include the date it was requested and the staff member who will take responsibility for its completion. It will be available to council members any time upon request. This list will be populated with the outstanding reports that have been agreed upon since the beginning of the 2010 council term and be produced within one month of the passage of this motion. She told council she thinks some things have " gone by the wayside." In response CAO John Byrne said they, as in staff, already do this and have so since 2001. "We have a resolution tracker that was developed in 2001 and we use it always," said Byrne adding it is used by staff to keep track of priorities and timelines. "'There have been 283 staff reports this year alone and it takes time to develop and research each," he explained stating they meet with the mayor to make sure the agenda is manageable and hold off 00 some. Ile assured councils that all motions are tracked and that they are all in development stages and there are lots of reasons why they are not Instant and that this is a working document and can be made available to council. Councilor Doug Bonesteel felt this document should be in camera as confidential as there will be legal and• property issues they may be dealing with. Mayor Bill Weber said they have to be mindful that staff has a lot of other stuff to do day to day besides council reports. He said unless they are ready to go to budget talks for a report writer or more staff, they need to realize the workload already there. Public discussion Mayor 13i11 Weber wanted to make it clear that discussion period is a privilege and did not want to see it abused. At the end of last week's meeting he announced, "Before tonight's public discussion period I want remind everyone that this is an opportunity for the public to ask for clarification on matters decided by Council at this meeting. 1 want to remind everyone that this is a privilege, and in the past, there have been occasions when this privilege was abused, and not used for the intended purpose. If further abuse of this discussion period takes place, council will need to consider amending the procedural by-law to remove this section. If participant's statement is too lengthy, personally directed, abusive, repetitive, or irrelevant -1 will interrupt, and warn the person to stop, or they will be ask to leave the council chambers. We want to work with the public with professionalism and respect, and we will be expecting this from the public as well. Under Section 15.9 of the Municipal Act the mayor tnay a) Interrupt, warn, or terminate a participant's statement when the statement is too lengthy, personally directed, abusive, repetitive, or irrelevant; b) Request any individual to leave the meeting when that person does not observe reasonable decorum; c) request the assistance of law enforcement officers in the removal of a disorderly person when that person's conduct interferes with the orderly progress of the meeting; e) call for a recess or an adjournment to another time when the lack of public decorum so interferes with the orderly conduct of the meeting as to warrant such action. Official Plan discussion While discussing the Official Plan (OP) minutes, councilor Ruth Illrnan told council there were two resolutions that needed to be addressed. She asked that the OP group make no recommendations regarding sanitary sewer zones 3 and 4. The OP group are charged with making recommendations and needed permission to not do this for this section of the plan. It will then be reviewed by council and will then go the public. Illman feels expects it will take until after Christmas for the council to finish their review. lhe second request she had was for direction regarding the OP going onto the website. As it stands now if anyone in Lambton Shores wants to see the OP- the draft can be seen at the municipal offices. "This is a working document," councilor Lorie Scott said, explaining she went to the Sept. 16 meeting to see for herself how the process works. She said with the steering committee meetings they make notes and corrections. "You can't citi that on a computer," she said. "This committee is doing revisions so there really isn't anything to put on a website. It will be confusing at this point and it has not come to council." Both councilors Martin Underwood and Doug Bonesteel felt putting a draft on the website would add confusion and said they should wait for the draft to he finished and submitted to council before it goes on the web site. Council agreed to accept the OP without Zone 3 and 4 recommendations, thus they will make the decisions and that the OP will not go onto the municipal website until it comes to council.
