Sewers users not part of adhoc committee

Terms of reference
In February, council
mapped out a terms of ref-
erence for this adhoc com-
mittee stating they will
review issues pertaining to
the extension of waste water
services to the residents and
businesses of Zones 3 and 4
as identified in the 2006 Tri -
Municipal master plan. This
group was slated to make
recommendations to coun-
cil on the need for such a
system and a preferred
option to service these areas
if a need is established. As it
stands both Zones 3 and 4
(Southcott Pines to the Aus-
able Cut just north of the
Pinery Park) are serviced by
septic systems.
It was agreed upon in the
terms of reference that the
municipality will provide
technical and administra-
tive support and supplies as
may be necessary to assist
the committee in its review.
Ads went into the local
papers asking for applica-
tions from owners in the
Zone 3 and 4 area to review
issues pertaining to the
extension of waste water
services in these two
zones.
After the March 31 dead-
line the selection commit-
tee was made up of repre-
sentatives from Zones 3
and 4 as well as councilors
Dave Bonesteel, Dave
Maguire, the mayor and the
deputy mayor. The munici-
pal reps are representing
all taxpayers, those on sew-
ers and those who are not.
No member of this commit-
tee has a sewer system or
pays sewer charges to the
municipality.
There are 2,718 sewer
customers in Lambton
Shores. The number for
Grand Bend proper is
1003.
Amendments
Speaking on behalf of the
committee, chair Carl Belke
and vice chair Richard
Faber made it clear they do
not intend to do the work
of Dillon Consulting or the
Tri -Municipal board but
want to look into the con-
cerns of the taxpayers (of
only zones 3 and 4) and
down the road cost impli-
cations for these two
zones.
Mayor Weber said the
mandate and makeup of
this committee was given
careful consideration and
not done on a whim. "Peo-
ple from Zones 3 and 4
were selected as states in
the mandate. The STF is a
joint project with three
partners." (South Huron
nor Bluewater are part of
the adhoc committee).
The mayor said he does
not believe there is reason
to expand the mandate and
Lambton Shores can pro-
vide all the historical and

Councilors weigh in
"If you are going to
change the scope of the
project you have to expand
the committee members or
start from scratch," said
councilor Doug Cook who
said the residents in his
ward of Arkona have and
pay for sewers.
Councilor Martin Under-
wood said residents of
Thedford, and Forest and
Grand Bend also pay for
and have sewers. (Grand
Bend councilor Dave
Maguire did not weigh in
on this discussion although
all of Grand Bend proper
has and pays for sewers).
"Were you aware of the
mandate before you
became chair?" Under-
wood asked Belke who
answered, "Yes." Under-
wood then asked the mayor
if this council was going to
be installing sewers in 3
and 4 and the mayor said
"probably not." Underwood
then asked the CA() John
Byrne if this council has
any intention of putting in
sewers in 3 and 4 at this
tittle? ile too said there are
no immediate plans
although it is in the capital
plan. Underwood said he
did not see a reason for this
adhoc committee and
asked they why they are we
trying to join together
something that they are
already working towards -
meaning the Tri -municipal
STI'.
Lorie Scott said she feels
the collection and the treat
meat plant go hand in hand
and that you can't have one
without the other. Coun-
cilor Doug Bonesteel said
Underwood's line of ques-
tioning was demeaning and
said this committee was
not asking to review what
the Tri -municipal was
doing or to change the type
of plant -as that has been
done
Cook said, "I don't see
how this group is going to
the public. Are they doing a
survey or going door to
door? Everyone who comes
here objects to sewers,
what about those people
who are in favour- how do
you find those people so
their voice is heard?" tie
