eil as private roads not being in today's
''r Iculations, South l luron is strongly in favour of a single
train phased in facility. Ile said they could scrap the whole
project and begin again with a smaller plant but it is a "hard
pill to swallow" to walk away from all the funding and even if
that swans a lot less money, without the grants they may be
no further ahead. "South Huron's opinion that a phased in
single train facility is the best option for where this
municipality is today".
The gallery was permitted to ask questions, something that
had not been permitted previously. Lambton Shores 'only
Speak said he wants to see due diligence for people who will
be paying for this treatment plant for num)/ years to conte. Ile
asked 1)r. Tasfi if Dillon would be posting a performance
bond and would there be a warranty to ensure the facility
would perform as advertised until the 2031 project
timing. '11►sfi saki they do professional practices and profes-
sional design they stand by this. Speak asked wanted
assurance that if they found out the information was not 100
per cent accurate was that a loop hole to get out of it. Dr, Tilsit
if they were planning on changing the design,
South Iheron deputy mayor, Jim Dietrich said the deadline
is nearing and they keep falling back. "We need to move for-
ward;' he said offering a motion to receive pre -qualifications
by the next board meeting so they will he able to get tenders
for this long awaited project. Ile said with the December 31
deadline to snake their decisions, they keep falling hack on
the stone things and there is a need to go forward. 1)r. '1'asfi
said that could he done within 6 weeks. They will look for
costs for phased in and full built out. 1.umbton Shores deputy
mayor Elizabeth Davis Dagg (alternate as Doug I3onesteel
was not in attendance) said this Is premature to want to go
forward and she would like to talk to someone else, like
another engineer, Dr, 'L'asft said there are aspects of the
project that can be in the tenders as optional. Davis Dagg said
they should not make decisions In haste. George Robertson,
South lluron mayor said they are already a year behind, "We
were supposed to start this last September and all questions
have been asked and answered; he told Davis Dagg, Dietrich
said they need to move 00 and said without seeing the
numbers first; getting other engineers is not spending money
wisely. I le said they have already vested a lot of time and
money and need to get going. Ocher members agreed saying
they want to get numbers and move on,
1BIuewater mayor 13111 Rowson said if tenders are out of line
they could bring in another opinion but that the motion
"today" is to go forward.
Dietrich's motion was carried with Davis Dagg being the
only nay vote. She then made a motion to bring in three
engineers to consider the preliminary quotes and documen-
tation they have and to provide costs. 'Ihe hoard feels that the
report from the Zone 3 group is good and considers that a
second opinion. 'Ihe Davis Dagg motion was lost with only
Davis Dagg and Illuewater deputy mayor Paul Knopp voting
11 favour.

:opacity allocation was the last item on the agenda and
South Huron is concerned with published information that
there is no present allocation for South 1 iuron. It is not future
allocation this municipality has issue with, they want to make
sure if someone comes along now who wales to build they
don't want to turn them away because of the limited capacity
in the current lagoons. lantbton Shores mayor Bill Weber
said there would be no argument from Lampton Shores in
this regard. "We don't want to see anyone lose a development.
That has been the spirit all along, Weber told Robertson,
Lanlbton Shores CA() John Byrne said he and South I luron's
CAO Roy !lardy have been working together and this concern
is out of the realm of this board as it concerns the current
lagoons but that the two CAOs will work together and
Robertson said that was all they wanted to hear.
