TrI Municipal Board: We need to move forward

With the 'Ili municipal Board (South
Huron, Bluewater, Lambton Shores)
wanting to move forward, a motion
was passed at last week's board meet-
ing to receive pre -qualifications by the
rnid August meeting. This will allow for
tenders for this long awaited project.
Even before the three hour- meeting
began Zone 3 spokesperson Richard
Matzke told the Tri -municipal board
this group did not agree with the report
that would be presented. He said in
Duron Consulting's engineer Dr, Louise
Thsfl's attempt to refute Zone 3's pres-
entation from the June meeting, was
wrong on several basis. The items of
concern were need, technology, plant
size, and all of the costs.
From there the meeting went into
motion and Dr. Tasfi went into detail
explaining Dillon's position regarding
the Zone 3 concerns. Dr. Tasfl said
Dillon provides services to 71 munici-
palities in Ontario and 152 across Can-
ada and that they have designed over
90 wastewater plants. He explained the
project history including the Master
Pian, the Environmental Assessment
and the design. He then reviewed the
Zone 3 Community group's summary.
In his conclusions Dr. Tasfl said for
conditions at the Grand Bend STF, the
Orbal system is advantageous because
the ability to better handle present low
and future high flows, there is less
prone to shock loads, lower operating
costs and ease of operation and
maintenance. Ile said the population
projections reflect timing of the project
(2031) and that the cost index escala-
tion and addition features account for
the price difference. He said the cost of
the Orbal and SBR plants are approxi-
mately equal. The report in full will be
available from the munidpalities,
Don Giberson, South Huron's Envi-
ronmental Services Director thanked
the zone three committee for their
detailed report. He said Dillon Consult-
ing has done what they were asked to
do and said technology is not
something South I luron is concerned
about. Ile said there are pros and cons
but for this municipality it is not a ques-
tion of like or dislike. lie said this has
been debated "till the cows come
home" and everything has been done.
"You won't see South Huron opening
discussion about technology" Giber -
son said there has been incredible time
and investments made and as the proc-
ess goes there is not a lot to gain by
debating technology. He said capacity
is the issue for South Huron and needs
for the next 20 years is what they are
zeroing in on. Giberson said with Dash-
