Councils replyiratepayer quesffons regarding lrealment plant

In late March Bob Sharen, as
an interested ratepayer from
Lambton Shores, sent a letter
to the editor. 'the letter was also
sent to Lambton Shores counn-
dl and the (;rand Bend area
Sewage Treatment Board seek-
ing answers to various ques-
tions. At last week's council
meeting Sharen asked some of
the same questions.

Byrne along with Nick Verho-
even, manager of Infrastruc-
ture for Lambton Shores
answered the queries. Bluewa-
ter CAO Lori Wolfe answered
the question from that munici-
pality and South Huron CAO
Roy Hardy answered theirs.
Q. Contained in the project file
for Zone 4 of the subject project
there is a letter from the then
director of the approvals
branch of the ministry instruct-
ing Dillon and the municipality
to provide the residents of the
Zone 4 area of the detailed
costs of the collection system.
This was 2007, to date this has
not been done. What is the
detailed cost per property?
A. -Construction estimates can
only be made based on the
progress of the design at the
time. In the project file and
overall project cost for the Zone
4 area collection system of
$9,700,000.00.
It was not prudent to give an
estimate for each household in
the Zone 4 Class EA project file
due to possible fluctuation in
the final design flowing the EA
process. 'the majority of flows
expected from this Area will be
consisted of the Pinery Provin-
cial Park and the proposed
Southbend development. At
the time of the EA, the design
had not reached a point to
accurately determine the cost
sharing between the three
major parties (Lambton

Since the EA process, the Zone
4 force -main has been com-
pleted with the Pinery now
contributing flows to the Grand
Bend lagoons. Costs to date
have been $2.4 million for the
Force -main and Pump station.
After removing the Pinery and
Southbend portion of the
force -main costs Lambton
Shores is responsible for
$1,044,581.54 (41.9%). There
are approximately 625 exis
lots (-500 built/ 125 vacant
within the Lambton Shores
component of Zone 4. The esti-
mated costs to date per lot are
approximately $1,650.00
Remaining costs per lot
depend on the design and
phasing of the collection sys:
tem and the ultimate construc-
tion of the STF.
Q. SInce the Sewage Treat-
ment Facility (STF) is an inte-
gral part of the overall system
the same criteria should apply
to the STF as to Zone 4. What is
the detailed price per
property?
A. The Grand Bend STF cap-
ital cost per household was
estimated at $5,100.00 (Page 93
Grand Bend STF ESR). this fig-
ure is based on full build out in
2031. That estimate however
does not include committed
funding to the project
($15,900,000 Build Canada
plus GMF Grant and l,ow inter-
est Loan) so the actual cost to
the residents will be much
lower. Additionally each of the
three municipal councils will
need to decide how on cost
recovery methods within their
own municipality. Detailed
costs will not be certain until
each council makes decisions
upon cost recovery and pend-
ing on timing for funding being
met.
Costs to operate the facility
were estimated as $100 per
household per year (Page 93
Grand Bend STF ESR). These
costs are recovered through
sewer rate charges.
Q. At a recent meeting in
Varna in the Municipality of
Bluewater, Mr. Boussey of Dil-
lon could not advise the coun-
cil of the detailed cost of their
proposed collection system.
Zone 1 is comprised of the
shoreline located in Bluewater.
What is the detailed cost per
property of the collection sys-
tem in Zone 1? In the same
vein why are Mr. Boussey and/
or Dillon not able to answer
such an essential question that
councils and the affected pub-
lic should know as a right?
A. Detailed costs will be pre-
sented at the April 27th meet -

Prior to this, detail costing
information was not available
on a per property basis as we
%vew not at the policy stage and
various policy decisions will
affect the property costs. Coun-
cil is made aware through the
EA process of various policy
decisions that need to be made
for the project and the devel-
opment of associated costing.
Now that the EA is significantly
completed and council has
provided direction to Dililon,
they are now able to produce
more detailed per property
costs.
Q. Why is South I luron in a
support mode for a project that
is not related to their needs
now or in there foreseeable
future?
A. A number of the out-
standing questions regarding
the collection systems will be
answered once the EA process
is completed. Our Council has
yet to make decisions regard-
ing financing for the treatment
plant and collection systems
before the end of the year.
The suggestion by Lambton
Shores to put forward a tender
for both a full build out and
phased plant was welcomed
by South Huron's Board mem-
bers as we work through the
merits of both options. South
t Iuron won't comment on the
positions posed as questions in
the letter.
Q. Will Grand Cove Estates,
'the 1 turon Country Playhouse,
POG, St. John's By the Lake
Anglican Church, Oakwood
inn, Oakwood Links condo-
miniums along with the former
Village of Grand Bend serviced
area be paying a second time
for the Sewer Treatment Facil-
ity when it has already been
paid for once?
A. Existing customers (serv-
iced properties ) of the existing
Sewage 'treatment Facility
(l,ragoons) will have no finan-
cial obligation to the new
Mechanical Plant apart from
their current financial obliga-
tions contained within the
sewer surcharge, which already
provides funding for a share of
the plant expansion. Sewer rate
charges cover operation, future
maintenance, and ultimate
replacement of all municipal
infrastructure necessary to
maintain existing developed
capacity. 'Ihe existing serviced
areas (Playhouse, POG, 5
John's, Oakwood) and forme,`
Grand Bend would have all
met appropriate development
fees to cover their portion of
the original lagoon capital
expenses.
Future development within
Lambton Shores will also have
to pay for appropriate develop-
ment charges for their own
portion of capacity in the new
Grand Bend STE Connection
of existing un -serviced
areas (Zone 3 and 4) have not
been paying sewer rates or
development charges for sewer
and will be charged with a cap-
ital sewage development
charge at the appropriate dine
for their capacity.
Q. Dr. Tasfl of Dillon Con-
sulting stated at the Crediton
Tri Municipal Sewer Board
meeting of Friday the 18th of
February 2011, that the Sewer
Master Plan for this area did
not consider "Seasonality':
As a professional corpora-
tion where was the due dili-
gence? Since this admission,
has the issue of "Seasonality"
now been addressed? How
does seasonality affect the
operation of the proposed
SIT?
A. Dr. Tasfi's comments
appear to have been misinter-
preted by the author in this
question. Seasonally has
always been considered an
important factor in the selec-
tion and design of sewage
treatment options for the study
area. What the author may
have questions about is the
change in design capacity
throughout the Class EA
process.
The Master Plan phase was
the first look at the expanded
treatment facility. At that time
there was very little reliable
data available to appropriately
