Bluewater passes committees
Vanessa Brown
Clinton News Record
For Bluewater Mayor Bill Dow-
• 1, the fifth vote was the charm.
• (ter more than three months,
eb r lost motions and one stormy
meeting that ended abruptly when
four councillors questioned il)ow-
son's transparency and left the
building, council last Monday
passed its committee bylaw dur-
ing a special evening meeting.
"Thank you very much. Thank
you," said Rowson to councillors
after the vote, while members of
the public applauded.
The votes had been deadlocked
5-5 since January, Bluewater
Coun. Tyler Hessen and Bayfield
Coun, Geordie Palmer, who had
both previously opposed the may-
or's recommendations, helped tip
the scale in Dowson's favour by
changing their vote this time
around after the mayor revised his
recommendations.
IJo vson clone to the meeting
with "minor" revisions. After con-
sulting with a municipal affairs
expert and Bluewater's lawyer
over the April 9 weekend, the
mayor recommended that the
facilities and library committees
merge and become committee of
the whole, which includes all of
council. Subcommittees would be
formed as the need arises, such as
the Hayfield Library construction
project. 'Hie Bluewater Lakeshore
Sewage Collection System Com-
mittee would operate in the sante
fashion. It quickly became clear
some councillors wanted the same
for the landfill and environment
committees.
"I think libraries should be
under facilities, but 1 also truly
believe that the landfills should be
under environment the same way
- I would highly recommend you
reconsider," Coun. Palmer said.
Coun. Kessel concurred, add-
ing that the municipality's land-
fills are an issue that affects all
council members.
The wards of Zurich, I lay West
and I lay East currently send gar-
bage to Ilay's Landfill, which Coun.
Ilessel said is slated to close in a
year. 1 lensall ward Coun. Kay Wise
should also sit on the board
because of Ilensali's landfill,
Colin. Ilessel added. And, he said
Coun. Paltrier should he appointed
to the landfill board because his
ward sends its garbage to the Mid -
Huron landfill, which will also
Ilii
think libraries
should be under
facilities, but I also
truly believe that the
land IIs should be
under environment the
same way — i would
highly recommend
you reconsider."

close at some point. Ill' outlined
interests that would affect all
seven ward's councillors.
"Landfill is very important for
all of us to know and hear about
because wt' have too n)uch going
00 in those areas," Coon. Ilesse1
said.
Tihe committee structure and
appointments could always be
changed in the future, 1)owson
explained, but "at this time, let's
go with what we've got," he
added.
It soon became ('leaf', however,
that Dawson would have to merge
the landfill and environment
committees in order to get his
recommendations passed.
"If that's the only thing holding
up by this bylaw, then I think we
should discuss it quite seriously
about putting those two into one
committee," said Zurich ward
Coun. lanisse 'Zimmerman.
Cowls. John Becker (I laEast),
Georg(' Irvin (Stanley West), Wise,
Dave Hoy (Stanley East) and dep-
uty mayor Paul Klopp said they
would support blending the envi-
ronment and landfill committees
that includes all of council,
"1 will put those two together,
and those people will be one
committee. 1 will go through that
process and 1 will get it done,"
Rowson said,
With that, Rowson secured his
majority and the blended land-
fill/environment committee will
function similarly to the Facilities
Committee that now includes
Bluewater's three libraries with
ad-hoc committees established
when necessary. council also
passed a motion to review com-
mittee appointments in two
years.
