HCFA lauds province's RMP commitment
For the Lakeshore Advance
This week's Provincial Budget
delivered commitment for a cost -
shared insurance program for sectors
of the local farm economy. The new
program will be available to produc-
ers of Ontario's non -supply managed
commodities, which include beef,
pork, veal, lamb, fruits, vegetables
and grains and oilseeds.
"1 want to thank Minister Mitchell for
all her work in having a Risk Manage-
ment Program established" said Mari-
nes Bakker, President of the Iluron
County Federation of Agriculture, when
hearing of its announcement in the
budget. "I'm sure our local farmers look
forward to their commodity lead-
ers to continue to work on the final
details of the program design, to
ensure the most effective use of
government and farmers dollars"
he added.
Based largely on the successful
model implemented by the Gov-
ernment of Ontario for the
Grains and Oilseeds industry,
the program proposed by farm-
ers would offset the difference
between the current market price
and the average long-term cost
of production for local Ontario
farmers.
Designed as a three -wary part-
nership, on a voluntary basis
Ontario farmers would pay pre-
miums representing 30 per cent
of the long-term cost of the
insurance program with the fed-
eral and provincial governments
contributing the remainder in
accordance with the traditional
60/40 (federal/provincial) split.
Wayne Black, a I luron farmer
who is a Board Director for the
Ontario Federation of Agricul-
ture was, "glad to see the budget
implementing a permanent Risk
Management Program for the
Grains & Oilseeds and extending
that programming to pork, beef,
sheep, veal and the edible
horticulture sector."
"'Ihe next step is to get the federal
government to come to the table and
sur .port farmers with transfer pay-
ments that would fund their percent-
age of the program" says Joe Vermmnt
the OFA Board Director for I !mon-
Perth. "As important as the Budget
announcement is, final program
details need to be worked out to
make sure it is implemented in a way
that meets the farmer's needs:'
The call to secure sustainable,
bankable and predictable risk
management programming is a
project of a number of Provincial
Farm organizations and their
County counterparts. The
Ontario Agriculture
Sustainability Coalition (OASC)
members are the Ontario Cattle-
men's Association, the Ontario
Fruit and Vegetable Growers'
Association, Ontario Veal,
Ontario Grains & Oilseeds
Ontario Pork and Ontario Sheep
Marketing Agency, together with
the Christian Farmers' Federa-
tion of Ontario and the Ontario
Federation of Agriculture.
OASC leaders praised the
provincial government for deliv-
ering this much-needed tool to
Ontario farmers, but also
renewed their call for the federal
government to join in the
program.
