Full details are provided in the Request for Proposals (RFP) document, which will be provided only to firms in attendance at the briefing. Eligible recipients are individuals over the age of 65 who have enriched the social, cultural or civic life of the community on a volunteer basis. The program allows a municipality to nominate one citizen for this award. NOTICE to RESIDENTS Please note that the April 41° Council meeting will commence at 4:00 n.m, to discuss the budget until 6:00 p.m. and the regular meeting will commence at 7:00 p.m. If necessary budget discussions will continue at the regular Council meeting Tuesday, April 1eat3:00p.m. LEAF PICKUP PROGRAM Spring Program 2011 Lambton Shores' residents: Please be advised that leaves raked onto the street or piles in the street or ditch will not be collected. This poses a danger to pedestrians, bicycles and motorists and can cause drainage problems. Leaves can be bagged for pickup by the Community Services Department. This program Is in effect April 4"' - May 27"', and is as follows: 1. All leaves must be bagged In clear plastic bags. 2. Each bag must be tagged with 6 a garbage sticker. 3. Only leaves will be picked up; not garbage or brush please. 4. All bags must be placed at the curb for pickup. 5. Leaves will be picked up sometime during the week as time and quantity dictate. If your leaves are missed please call 519-243-1400, toll free 1-866-943-1400 or the municipal office nearest you and pickup will be arranged. LAMBTON SHORES COMPOST SITE HOURS OF OPERATION The Lambton Shores Compost Site will be open on both Saturdays and Wednesdays from 9:OOam to 2:OOpm starling April 9, 2011 until November 26, 2011 (weather permitting). The site is located at 7550 Brush Road adjacent to the Forest Wastewater Treatment Plant. Leaves and brush materials will be accepted. Brush and wood must be bundled and no longer' than 4 feet in length. Ratepayers (no businesses of the Municipality of Lambton Shores can pick up compost and wood chips. Sidewalk cafes back on municipal menu Lynda Hillman-Rapley Lakeshore Advance Lambton Shores council have accepted the recommendation that the existing moratorium and prohibi- tion of commercial use of Grand Fend beach go to the strategic plan- ning process. several reports have been pre- sented in the last few vei►rs on the upgrades and improvements to the (rand Rend beach and Main Street, and the resulting investments by the private sector in their properties. The first major private project was the rebuilding of the harwear building at the west end of Main Street, and the most recent project 1S the redevelop- ment of 29 Main Street into the "Sun Raked Baker'': The bakery is plan- ning an outdoor cafe, which will be accommodated totally on the private property. A major component of the munici- pal reconstruction in the Village was the improvements and upgrading of the Main Street sidewalks to ensure they were "pedestrian friendly', and that the sidewalks were "barrier free" for persons with disabilities. Prior to the reconstruction of the Main Street, a survey was undertaken of the municipal road allowance and sidewalk property to determine the municipal property limits, anti it showed that most merchants owned very little, if any property in front of their establishments. Over the years, several of the Main Street merchants have extended their ('olnfnercial space onto the illulliCi- pal sidewalk with the erection of signs, placement of pop machines, patron seating and/or merchandise displays. In addition, a few of the res- taurants had applied for and received permission to operate a "sidewalk cafe" on the sidewalks. The primary purpose of a sidewalk is to provide 0 safe, public right of t\'a1' for pedestrian movement and ally encroach melt Onto the Sidewalk impacts its prime purpose and cre- ates 0 potential hai i1(1 and litigious situation. The issue is also one of equity is it fair that one business person purchases sufficient property to accommodate his/her business needs, tvhile another is allowed to use public property. Last year, Council placed 0 mora- torium on the continuation of "side- walk" cafes and other retail encroach- ments on the sidewalks in order to allow time to review the effectiveness of the new sidewalk design and eval- uate the potential impact of cafes or other retail uses on the sidewalk. The situation and concerns with respect to ensuring safe pedestrian travel, and accessibility for disabled persons remain unchanged. With the vast number of residents and visitors that use the plain street during the busy summer seasons, and the poten- tial liability issues with allowing com- mercial operations on the sidewalks, it is recommended that the morato- rium and prohibition on the use of (;rand Bend Main Street for commer- cial purposes be confirmed. Two established businesses see no distinction for waiving of fees Grand Bend: In lieu of parking Two letters were presented to Lambton Shores council regarding in lieu of parking in the Grand Bend core. A decision earlier this month allowed a new business on main street to have their in lieu of parking waived and this made those who have had to pay- unhappy. The motion from the early March meeting stated, "That the require- ment for the payment of 'cash in lieu' of parking for the redevelopment of 29 Main Street, Grand Bend be waived, with the exception of the requirements for the residential portion." At that time councillor Doug Cook stated that there was another restau- rant on Ontario Street that had been required to provide the cash in lieu of parking on two occasions, and Plan- ner Patti Richardson detailed the dif- ference in situations as, on Ontario Street, there isn't an opportunity for off site parking or on street parking as it is more of a "highway commercial area" and usually, in these areas, the Tots are larger and parking is accom- modated on site. At that same meeting Mayor Bill Weber suggested the fee be that of Forest's which is $200 per space. The motion was passed to go ahead and waive the fee and the mayor warned there would be calls from businesses - and there were. CONTINUED > PAGE 7
