In reference to the happenings reported as per March 23 edition of the Lakeshore Advance, let it be known I also attended the sane meeting and dict not see at any time a councillor "grandstanding", as a matter of fact 1 witnessed a councillor willing to take an ethical stand on a situa- tion that he himself deemed to be improper and not in compliance with the spirit of the Tri -municipal sewer treat- ment plant mediated agreement, shortly after 1 also witnessed Lambton Shores deputy mayor support the same ethical stand. It is my understanding; this agreement was signed last July by three municipal partners, not just two. It was stated Blue - water has been unable to have their dele- gation at the table due to internal issues. 1 feel that the councillor utilized complete respect for Robert's Rules of order and properly requested that the meeting be postponed until Bluewater could attend. This request was denied by the chair. 1 was disappointed our mayor did not support this councillor and the deputy Mayor by leaving the table as well. At last Monday's Lambton Shores council meet- ing, the council did discuss the events that occurred at the at the Tri -Municipal Board meeting and gave proper direction to our delegates by instructing them, "should Bluewater not be represented at the table during the April 1/2011 meeting. Our delegates are to request the Board Chair to postpone the meeting for 30 da. and send a written notice to Bluewater of the next scheduled meeting, then leave the table and not participate in accord- ance with the spirit raid outlined rules of the mediated agreement." Grandstanding? 1 personally think not! Standing up for what i;r right? Absolutely! As 1 have great interest in being involved with the community, I will be applying for the new Sewage Advisory Ad 11oc Committee, 1 appreciate the oppor- tunity to clarify the situation as 1 see it, from a Concerned Citizens perspective looking for transparency and leadership in our local government. Open letter to Tri -municipal sewer board To the Editor, As an interested ratepayer from Lamb - ton Shores 1 attended the Tri Municipal Sewer Board meeting regarding the pro- posed treatment plant located In South Iluron easterly from the community of Grand Bend Friday the 18th of March at the South Iluron Recreation Center. The meeting was reasonably well attended by about sixty other interested citizens along with the media, two Minis- try of the Environment employees, a sen- ior engineer from Dillon Consulting, numerous politicians from the three municipalities other than those on the hoard. There were a number of munici- pal staff from the municipalities. The public was not allowed to any questions at this meeting. Had the public been allowed to ask any questions the following would likely have been raised: 1) Contained in the project file for Zone 4 of the subject project there is a letter from the then director of the approvals branch of the ministry instructing Dillon and the municipality to provide the residents of the Zone 4 area of the detailed costs of the collec- tion system. This was 2007, to date this has not been done. What is the detailed cost per property? 2) Since the Sewage Treatment Facility (STF) is an integral part of the overall system the same criteria should apply to the STF as to Zone 4. What is the detailed price per property? 3) At a recent meeting in Varna in the Municipality of Bluewater, Mr. Boussey of Dillon could not advise the council of the detailed cost of their proposed collection system. Zone 1 is comprised of the shore- line located in Bluewater. What is the detailed cost per property of the collection system in Zone 1? in the same vein why are Mr. Boussey and/or Dillon not able to answer such an essential question that councils and the affected public should know as a right? 4) Why is South Iluron in a support mode for a project that is not related to their needs now or in there foreseeable future? 5) Will Grand Cove Estates, The Huron Country Playhouse, POG, St. John's By the Lake Anglican Church, Oakwood inn, Oakwood Links condominiums along with the former Village of Grand Bend serviced area be paying a second time for the Sewer Treatment Facility when it has already been paid for once? 6) Dr. 'I'asfi of Dillon Consulting stated at the Crediton Tri Municipal Sewer Board meeting of Friday the 18th of Feb- ruary 2011, that the Sewer Master Plan for this area did not consider "Seasonality': As a professional corporation where was the due diligence? Since this admission, has the issue of "Seasonality" now been addressed? I low does seasonality affect the opera- tion of the proposed STF? 7) The Zone 2 collection system is in the Municipality of South Iluron between 83 and 81 then easterly to pumping sta- tion 2 at Gill Road. 'There appears that the force main to the STF on Mollard Line will have to be replaced as well. (This is not clear) What is the detailed cost per property for the Zone 2 collection system? Since the Environmental Assessment for Zone 2 has not been completed yet, will this issue be addressed in the EA? 8) Zone 3 is in Lambton Shores. Coun- cil withdrew the "Notice of Completion': Therefore there is no EA for 'Lone 3. is the Tri Municipal Sewer Board including Zone 3 collection system as a component of the STF project? If they are including Zone 3, WI Ii'? 9) Zone 4 is also in Lambton Shores. Ilas the Lambton Shores C.A.O. advised the 'Fri Municipal Board that the Lambton Shores Council has passed a resolution to amend the 1:A? Ilas the Lambton Shores C.A.O. informed the said Board that he (the (:.A.().) has advised the Ministry of the Environment as per his instructions con- tained in that resolution? 10) The Tri Municipal Sewer Board is discussing the STF with a view to letting tenders. I low can the Board consider letting tenders to start construction without hav- ing completed the 1:As for all four zones?
