County tables lean draft budget

Lambton County's residential prop-
erty tax rate would decrease 5.38% if
council adopts the $165 -million draft
budget county staff delivered
Wednesday.

will be happy with these figures," Point
Edward Mayor Dick Kirkland said
after the council session in Wyoming.

A rise in new property assessment
across the county is part of the reason
administrators were able to avoid pro-
posing a budget to council that would
increase the tax rate.
"1'm really pleased with the way
things turned out today," said Warden
Steve Arnold.
"Is it where it should be? I'm not
sure. We'll see wlutt coundl says."
Council Is scheduled to hear from
several local organisation on March
seeking grants totalling $514,00() that
are not included In the proposed
budget.
The groups include Pathways
!Width Centre, the YMCA of Sarnia-
launbton, la►wrence 1 louse Centre for
the Arts, I larnmony for Youth, taunb-
ton Seniors Association and the Flor-
ence and Sydenham District Optimist
Club.
County council will debate the
budget March 16.

out our needs, our desires and what
people can actually afford,"
John Innes, the county's general
manager of financial services, said
Lampton faces about $3 million iln
cost increases that are out of its con-
trol, imitating rising insurance premi-
ums, wage contract and benefit
increases and growing demand for
welfare.
But, at the same time, Ontario is
taking $3.4 million in Ontario Disabili-
ties Support Program costs off the
county's shoulders this year.

avoided a big bullet on that one," Innes
said.

Bradley said he expects the budget
debate to revolve around the question
of how much money is put in the
bank.
"I do believe in reserves," he sill
"'Ihe question is how much should go
into reserves."
Innes said I.ambton's reserves are
low, adding that's something external
credit rating agencies have expressed
concern about.
The county pays for a long list of
services for residents of Sarnia -lamb -
ton's 11 municipalities.
Those services include county
roads, three homes for the aged,
libraries, museums, public health,
public housing, day care, ambulances,
welfare, landfilling household gar-
bage, the local provincial offences
court and an art gallety.
