1 was not happy with what
happened at our last council
meeting. As Mayor I will take
reasonability for that, but
would like to insure that it does
not happen again. We have
rules of procedure for council
and for how we conduct our
meetings. 'There are areas I
want to speak about and try to
clarify," said Weber before the
the meeting began.
"Delegations: our procedure
by-law is clear about how and

"It is important to ane to
snake sure business is con-
ducted in a clear and consist-
ent way."
Weber explained the ques-
tion period: "The use of a
"question period" at the end of
our Council meetings is at
Councils discretion and is not
allowed by some other Coun-
cil. It was established in l aunb-
ton Shores to allow people
who were in attendance at the
meeting, including the media

related to the actions Council had taken.
At that meeting. It is not intended to he an
opportunity for the public to introduce
new subject matter for consideration at
that meeting or to reopen discussion and
debate alwut an issue.
Weber explained this time should not be
used to introduce new business, entertain
new delegations etc. 'Ihe reason being, that
this is not in accordance with the rules of
openness and transparency. "Citizens
often check to see what is on a meeting
agenda for discussion before they deter-
mine whether they should attend or not.
When they check the agenda or ask the
clerk if there is going to be any discussion
ibout the ice problem in Pori Franks and
she advises them no -only to find out in
the newspaper the next day that there was
indeed a discussion and action taken on
that issue that they never
received notice"
Weber continued by saying
the other reason for avoiding
the introduction of these new
business items is that agen-
das are usually set based on
what is a reasonable work-
load for a given meeting. The
time limits for three out of
our first three meetings have
had to he extended.
"1t is my experience is that
after a long meeting Council
will usually end up snaking poor deci-
sions," he said.
The mayor explained that council
reports are intended to give members of
council an opportunity to talk about things
in their %yard or the municipality, things
