Bruce County aiming at zero for 2010 budget

Bruce County councillors are
aiming for as close to zero as
they can get for the 2010 county
budget. •
On Thursday they sent back a
draft capital budget that would
have meant a 3.6 per cent
increase in the tax rate.
"I don't think it's cut and
dried yet, but the message came
out .(Thursday) that they hope to
hold the line or fairly close to it,"
Warden Bill Goetz said about
council's goal for a tax increase
in 2010.
Bruce County councillors
started the budget cutting in
mid-November when they
trimmed non-union salary
increases to one per cent.
That's a reasonable range,
Goetz said.
"I think it is now," he said.
"The Consumer Price Index has
actually dropped over last year.
Other years they always talked
about the Consumer Price Index
(in relation to .budget. increases).
If they did that this year actually
they'd get a cut."
Some county councillors keep-
ing a close eye on the county
budget are worried about the
combined impact with their own
budgets at the municipal level.
Municipalities including South
Bruce, Kincardine and Huron -
Kinloss are bracing for double-
digit increases because of
changes to the province's
Municipal Partnership Grant.
Turbines health study
Bruce County is trying to
change the province's mind
about doing a study on health
issues related to wind turbines.

Mayor Mitch Twolan admitted
there's already research on the
issues, but he said council wants
a specific look at Bruce County
wind projects.
"We are different than differ-
ent jurisdictions whether it's
overseas or whether it's here. We
just want to know the flavour of
what's happening in our own
jurisdiction," Twolan said.
"This seems to be where we're
getting the concerns."
The province has all the say on
turbine location under the Green
Energy Act, county councillors
noted, but that that hasn't
stopped complaints about health
impacts related to wind farms
near Ripley and Kincardine, or
public concern about two more
planned for the Paisley and Tara
areas.
"It's a provincial issue but
right now it seems to be driven at
this level in this county for some
reason," Twolan said.
