Bruce County expects to hear about insurance

2010 insurance pre-
mium, but is looking
for other quotes in
the meantime.
Bridge contract
Owen King con-
struction has the
contract to build a
controversial bridge
in the former Brant
township north of
Walkerton.
The $4,348,021
tender from Owen
King was the lowest
of seven and slightly
lower than the engi-
neer's estimate of
$4.8 million.
There was a $2.5
million spread
between the highest
and lowest tender,
said highways chair
Ron Oswald.
"I nearly had a
heart attack,"
Oswald said about
opening the $6.8
million high tender
first.
"You used to be
able to build a big
bridge for two and a
half million dollars,"
he wryly observed.
"This will be the
most expensive
bridge in Bruce
County but it won't
be the longest," he
said. That title goes
to Turner's &ridge in.
Saugeen township.
Neighbours
fought the new
bridge, saying it
should go on a road
two kilometres to
the north. Saugeen
Conservation raised
concerns about
flooding near the
bridge, but the high-
ways
ighways committee
wants it as part of an
east -west corridor to
Tiverton.
Brockton will pay
a share of the costs
for the bridge
approaches in an
agreement that was
set out in the county
road study several
years. ago. .Money
for that .cost , is
akeady set 1side• m a
municipal reserve
fund, - said Mayor
Charlie Bagnato.
The county's
share of costs for the
Nagg's bridge proj-
ect are covered in
bridge reserves and
budgets. .
Work on the
Nagg's bridge is
expected to be com-
plete late in 2010,
about a year behind
schedule.
Energy audit
Bruce county will
hire an energy con-
sultant to do at least
part .of the work out-
lined in a controver-
sial.feasibility study.
Ainsworth engi-
neering will replace
light fixtures in 22
social housing
buildings located
across the county.
The $360,000 job
. _includes more than,
$100,000 worth of
fees for Ainsworth
engineering,
prompting councilor
Milt McIver to ques-
tion the high cost of
changing light
bulbs.
"It's a staff recom-
mendation so I'm
assuming they've
looked at it and
determined that it
was necessary but
just from my per-
spective it seemed
that the costs were
somewhat high,'"
McIver said.
The social servic-
es department says
energy efficient
lighting is needed,
but it doesn't have
the staff to do a blitz
and get the changes
made.
At the same time,
the change will save
$48,000 a year in
utility costs and the
social services
wants to reap those
savings.
The change to
lighting and heat
controls in .the coun-
ty's social housing
bilildls is dust ,one
recommendation
Ainsworth made in a
feasibility study.
In a11, the recom-
mendations would
save the county
$85,000 a; year in
utility costs once
implemented, with a
nearly seven year
payback on the
invest and con-
sultant costs.
The price of engi-
neering, manage-
ment, commission-
ing and monitoring
by the consultant has
Bruce County con-
sidering the option
of hiring its , own full
time facilities coor-
dinator to oversee
efficient operation
of buildings across
the county. That rec-
ommendation is still
being ieleatrhed by
department heads
before going to
council for a deci-
sion.
