MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT
FOR STORMWATER DRAINAGE IMPROVEMENTS
(LONDON ROAD CORRIDOR, PORT ALBERT URBAN AREA)
NOTICE OF PUBLIC INFORMATION 1 1EET1NG
The Township of Ashfield-Colborne-Wawanosh is currently investigating options to improve stormwater
drainage in the vicinity of London Road (Port Albert urban area). This assessment is being carried out to
address ongoing concerns with inadequate stormwater drainage along the London Road corridor, between
Russell and South Streets, as well as drainage concerns along sections of adjacent local roads. The
attached key plan illustrates the general location of the study area.
At this time, a preliminary strategy for improving stormwater drainage in the project area has been
identified. The key components of the proposal are outlined below.
Proposed Servicing Plans
• Replacement of existing network of drainage swales along London Road and adjacent streets with
a municipal storm sewer system;
• Construction of new storm sewer drainage outlets at the Victoria Street and Port Albert Drains;
• Replacement of approximately 1,800 m of roadbed and travelled road surface on London Road
and adjacent streets. This work would be carried out in .conjunction with the proposed stormwater
drainage improvements.

ENVIRONMENTAL SCREENING PROCESS:
The project is following the planning process established
for Schedule 8 activities under the Municipal Class
Environmental Assessment (Class EA) document.
Schedule B projects are approved subject to a screening
process. The screening process is conducted to identify
any potential environmental impacts associated with the
proposal and to plan appropriate impact mitigation.

$700,000 for the
storm sewer, and
leave the rest for.

owners, however

debate as to how to
charge this.
Erb suggested
several different
options, including
charging for
frontage, or how
much property is
connected to the
storm sewer, a flat
rate, or an area sys-
tem. Erb stressed
the area model,
however, since it
would ` be the
fairest.
Council, has
decided 'to take the
next, step which
would determine
costs to individual
land owners. Early
estimates suggest
the cost for urban
owners could nun
anywhere from
$3,300 to $7,900,
while owners •of
rural, or larger lots,
inight be looking at.

Property owner
complaint
Layne
Kulchecki, a near -
lakefront property
owner, spoke to
Ashfield-Colbome-
Wawanosh about
concerns he has
with his Ashfield -
• ward property.
According to
Kulchecki, who
claims to have
owned the property
for 60 years, he has
seen a dramatic
change in the usage
of township land
near his house.
"There's been
problems with
garbage dumping,
fires and vehicles
on the beach," he
said.
Kulchecki
explained to coun-
cil that the beach
front near his home
has become a gath-
ering place for big
and small vehicles,
drinking, and fire,
and it wasn't
always the case.
Prior to the amalga-
mation of Ashfield,
Colborne, and
Wawanosh into
ACW, there ` were
bylaws protecting
the land, and
enforcement.
Kulchecki pre-
sented council with
pictures sof motor
vehicles and ATVs
using and being
stuck on the beach,
right beside a sign
clearly stating they
aren't allowed to be
there.
Township staff
has heard from
Kulchecki before,
but informed him
the land he was
asking them to take
action on didn't
belong to the town-
ship, it was under
the umbrella of the
Ministry of Natural
Resources (MNR).
Upon contacting
the MNR,
Kulchecki was
informed by
George Booth, a
land and water
technical specialist,
that the beach is
owned by whoever
privately owns the
property that bor-
ders it.
"I can firmly
state most, if not
all, of the beaches
in .,, the geographic

Ashfield... are pri-
vately owned to
waters edge. We do
not rely upon an
individual's deed,
rather we are guid-
ed by the original
patent issued from
the Crown for each:

sion," Booth
explained in cone-
spondence mss, to
Kulchecki.
Booth also said.
the few beaches
that are Crown
(public) land are in
Port Albert and in
the Township of
Colborne, where
beaches are owned
privately, but are
for public use up to
the water's edge.
In his correspon-
dence, Booth also
explained ATVs

including public
beaches.
Councilor Barry
Millian said if
there was a former
Iylaw, it shouldn't
have disappeared
with the amalga- •
mation, but would
have been rolled
into the current
bylaws of ACW.
