HEAT's attorney Kristi Ross, along with close to 60 HEAT members, attended the meet- ing asking for -an immediate interim control bylaw. "That is the .only iron -clad option," she said. "HEAT suggests you con- sider the issue is very important to them. There's a real possibility tur- bines could be built 350 metres from their homes and stay there for the next 20 to 50 years which could result in disastrous effects." HEAT was formed in response to, two five -turbine wind projects being planned for the St. Columban area by ; CASA Engineering and Construction, of Toronto. Ross said that because the Green Energy Act is passed but not yet enforced, it would be dangerous for the municipality to choose not to act until the regula- tions come into force. "To not act, Y would argue, is not the best solution. You could be stuck with a develop- ment that doesn't follow the new standards," she said. She added that once "Schedule K" comes into force, there will be no need for wind tur- bines to get site plan approvalfrom the municipality -and no need _ to comply : with offi- cial plans or zon- in, • g "A lot of your powers willbe removed at that point," she said. So far, the set- backs in the ` draft regulation for one to five turbines is 550 metres for 102 decibels, up to 950 metres for 106-107 decibels. Over 107 decibels, a noise study is required. She said lobby- ing the Minister of Municipal Affairs and Housing to pass a Minister's Zoning Order/Interim Control bylaw could also be done by Huron East.
