ACW council reviews new property
standards bylaw; will check legality
Ashfield-Colborne-
Wawanosh council was present-
ed with a new property stan-
dards bylaw at its last regular
meeting by enforcement officer
Lorna VanderPloeg. The document pri-
marily deals with property maintenance
and water rerouting.
Council fielded several questions
regarding the implementation of the
bylaw and agreed that allowances be
made for farmers who need to leave
uipment outside to complete chores.
uncil will seek legal advice on the pro
bylaw:. to ensure that it can be
fended if litigation "or other action is
en.
Smaller dogs will not be held to the
same kennel size as larger sanimals.l
Council decided that smaller' dogs will
not be held to the samestandards as other
breeds of dogs and made a change . in the
bylaw regulating the operation of breed-
ing. and boarding kennels. The revision
says that the minimum height for interior
walls will be one Metre for clogs under 12
kilograms, situated in a kennel in an
'enclosed separate building.
Several councils, including Ashfield
Colborne-Wawanosh, are not happy with
the way the = provincial 'government is
making plans for renewable energy facil-
ities : and: implementing Bill 150 The,
Green :Energy Act. ACW supported two
letters from other councils that suggest
the Liberal government is over -stepping
its boundaries.
Other councils have claimed that they
are losing jurisdiction over land and zon-
ing changes and that in some cases, resi-
dents have to. pay 30 per cent more for
their energy costs.
ACW council approved a zoning
change that will allow chicken fanner'
-Hugo Maaskant to replace .a chicken bam
on his existing property. The property
was zoned NE1, natural environment, but
an existing barn, was
first built aiound
the tum : of the century and transformed
by his father into a chicken barn in the
1950s. Maaskant was given approval to

rebuild a two-storey barn on the
site of the existing barn.
A second zoning issue dealt
with the township's Minimum
Distance Setback bylaw that
would allow the development of new
buildings closer to agricultural buildings
than previously 'set out in the bylaw.
Existing setbacks protect farms _from
encroachment by urban growth but plan-
ners didn't feel that setback requirement
mirrored the needs of ACW residents,
given that there isn't much urban devel-
opment dose to existing tintrai lots.
The current guidelines. of the bylaw
focus more on allowing barns to be built
closer to fans homes.
Prioritization of roadwork became
item 'of discussion. at the April 7 meeting
of Ashfield-Colborne-Wawanosh
Council, -as the use of gasoline tax- fund-
ing was debated.
Originally, council had ;decided to pave
our sections of municipal property: Zion
Road C between Lucknow :Line and.
TowerLine Road, Huron Sands Road
between Highway 21 and Michelle
Street, St. Helen's Line between Belgrave
Road and :G len fills road and: the
Wawanosh shed yard:
Financing" for the work`. on the St.
Helen's Line repaving was to come.from.,
the : recently -released : federal gas talc
funding and other projects were to be
paid from ACW reserves. s:
Council decided to remove work on St.
's' Line and paving at the shed yard
from he dist of projects. Funds scheduled
for these projects will. ndw be applied to
Zion Roadrepa .wing. Huron Sands Road
will be dealt with as originally planned.
Councillors wanted to set money aside
for future work on Belfast Line Work
was not" scheduled on the road until next
While some considered high -traffic
roads more of an issue for council, Reeve
Ben Van Diepenbeek said that traffic isn't
the only consideration. He said regardless
of usage, work needed to be completed
on the road.
