Is Bill 150 an assault on democracy?
Dear Editor,
The Green Energy Act is• an assau
on democracy. Never have Pr .7_,
seen an act purported to do / 0 the
something so good while
weep. •
lt Section 142.1 (2) states: "A person
•mentioned in subsection (1) itor- nay, by written notice
cloaking a .sinister plot to
strip us of our rights and concentrate
them in the hands of a cabinet minister.
Planning Act provisions will be sus-
pended concerning green energy proj- •
ects. As it stands now, a proponent sub-
mits their proposal to the municipality;
it is reviewed by the planning depart-
ment; the community is notified and
has an opportunity to give input; coun-
cil votes on it.
• The proponent has to do an environ-
mental review on the project. The pu
lic has an opportunity to examine th
fmdings. If you're not satisfied you can
appeal to the Ministry of the
Environment and request a full envi-
ronmental assessment. Despite at least
17 requests for environmental assess-
ments on wind farms, all 17 have been
rejected by the Minister of the
Environment. Not exactly democratic
now is it?
All those rights will disappear under
•the act. It will be between the Ministe
of Energy and the green energy propo
nent. Absolute power will be held b
the minister. Absolute power corrupt
absolutely. •
Here are your new rights people
two quotes from the act. Read it and
•taw served upon the Director
and the Tribunal within 15
days of a day prescribed by the regula-
tions, require a hearing by the Tribunal
with respect to a decision of the
Director under. section 139 in relation
to a renewable energy approval,"
Section 142.1 (3) states: "A person
• • •
men ione subsection may
require a hearing under subsection (2)
only on the grounds that engaging in
the renewable energy project in accor-
dance with the renewable energy
b-• approval will cause serious and kit-
e
y
r.
s
versible harm to plaid life, animal life,
human health or safety or the natural
environment."
From the date of the energy project
• announcement you've got 15 clays to
appeal. You've got 15 days to do your
own assessment and prove that the
project will cause you serious and irre-
versible harm. Your chances are some-
where between slim and none.

Controversy in the senate
Dear Editor, •'
• Finance Minister Flaherty is quoted
as saying" 'I'm being pushy intention-
ally on behalf of ,
Canadiatis.' " yet his o tbe
actions belie his words.'
Canada." is taking a similar demagog-
ic tack. He is denying the legitimacy
of the Senate. To him it cannot exer-
cise its Constitutional role
itO?' of giving "sober second
Rather than enabling
Senators to review House of
Commons Bills on behalf of
Canadians he would deny them their
Constitution ability to do so. His
Government's view is that though
elected with a minority in the House
of Commons. the opposition parties ,
cannot legitimately combine their.
majority of votes and place others in'
his and other Ministers places. Indeed
the Conservative rhetoric has been
that this is undemocratic against the
will of the people, though such a
coalition would represent a majority
of the electorate -who voted and be
completely Constitutional.
Flaherty in saying Budget Bill C-10
has "been approved by the House of
Commons ... by the elected people of
thought" to legislation
pastd by the Commons.
Flaherty's words "I get the impres-
sion from some of these senators that
they're living somewhere other than
Canada." more aptly apply •to his
views rather than Senators who "dis-
like the fact that the government has
packed the draft legislation with other
measures."
• In 'point of fact it is he, not they,
who • is either unaware or acting
unaware that in Canada the Senate has
the power to either reject Commons
Bills or, as it proposed in this instance,
to amend it by removing non -budget-
ary measures for wider consideration
than that of the Cabinet.

forced to take steps to curb wanton damage, which has been
occurring at the newly renovated and redecorated Legion

climaxed at a recent dance when one of the patrons smashed
five holes through a half-inch plywood panel.
