rettes in our region.
Contraband tobacco
is sold without all
required taxes
included in - the
price. Contraband
tobacco includes:
• Legally manu-
factured cigarettes
for sale to status
Natives on a First
Nation reserve, but
sold to non-
•
Natives, or diverted
for off -reserve sale
• Illegally manu-
factured - cigarettes
sold through illicit
networks , (over 100
organized crime
groups have been
identified)
• Cigarettes { man-
ufactured outside of
Canada and smug-
gled into the coun-
try - without
Canadian taxes paid
(this includes coun-
terfeit licensed
brands)
Contraband
tobacco presents a
very complicated
problem. Issues
include:
1. Smoking any
cigarette is a health
hazard. A "healthi-
er" cigarette does
not exist. The risk of
disease - increases
with the amount
smoked and length
of tune a person has
smoked or is
- exposed to second -
`he ease of access to illegal cigarettes

2. Federal laws
govern legal tobac-
co. ,Licensed pro
ducers and
importers must dis-
close levels of toxic
materials and results
from emission tests.
Labeling requires
large, clear, health
warnings and mes-

uct packaging.
3. Un -regulated
tobacco isbecom-
ing more available
across the country,
including Grey
Bruce. Some of
these products are
produced offshore

tests found these
cigarettes could
contain insect eggs,
mould, . animal
excrement and even
human feces.
4. Illegal products
contain unknown
levels of nicotine,
fillers, additives and
toxic substances.
These may cause
the addicted smoker
to use more of the
product.. This may
increase the likeli-

diseases.
