Dec. 15 meeting.
The tank,
which used to
store heating oil,
was discovered
during mainte-
nance activities,
east of the main-
tenance garage
building which it
used to heat and
removed between
Sept 8 and Oct. 1.
"We .thought it
should be cleaned
up to make the
property environ-
mentally safe,"
said Clerk -Ad-
ministrator Jack
McLachlan after
the meeting.
Huron East
hired Jeffrey En-
vironmental to do soil testing and
sampling from Sept. 1 to 30, at a fee
of $14,885 and paid them $15,476 to
create a soil remediation plan and
dispose of 34,335 litres of groundwa-
ter and prepare a report from Oct. 1
to 30.
Rathwell and Rathwell removed
the tank at a cost of $1,748 and C.E.
Reid spent five days trucking mate-
rials at a cost of $17,145.
McLachlan said it was discovered
that the tank had been leaking and
94 truckloads of "petroleum -impact-
ed soil" were taken to the Walton
landfill site. The tank was "in very
poor condition with evidence of sig-
nificant corrosion and numerous per-
forations," according to a report from
Jeffrey Environmental Consultants
Inc.
McKillop Coun. Bill Siemon asked
what the tipping fee was to di up off
the soil at the Walton landfill site
and was told byDeputy-Clerk Brad
Knight that it dn't cost the munici-
pality any money.
"The way I'd look at it is the pub-
lic works guys were up there loading
tires so it was a bit of a trade-off if
you look at what the value was," he
said.
Deputy -Mayor Bernie MacLel-
lan added that while the soil had
petrolum in it, it should be "good soil
in a short period of time" because the
petroleum should evaporate.
"If they come in and do a test lat-
er and it hasn't evaporated, I don't
think the residents of McKillop
should have to pay for it," responded
Siemon.
Public Works . Coordinator Barry
Mills added that the soil was tested
and found acceptable for disposal at
the landfill site by the Ministry of
the Environment.
A report from Jeffrey Environmen-
tal Consultants Inc. says approxi-
mately 35,415 litres of petroleum -
impacted water was also removed
from the site, along with three truck-
loads of asphalt.
