But, Tuckersmith Coun. Larry McGrath, the onlycouncillor to vote against the recommendation, said he was concerned that council's recom- mendation will influence the deci- sion, which will be made by Egmond- ville ratepayers. "My concern is that council's rec- ommendation is going to put more weight on the gravity system," said McGrath, who added that the grav- ity system isthe more expensive op- tion. Because ratepayers will have to pay extra for their connection from their houses to the street for the con- ventional gravity system, McGrath said the total cost to go that route would likely be $25,000 to $30,000 per household, not the $19,400 esti- mated by the engineers. A report from B.M. Ross and As- sociates Limited, which went to the Huron East water and sewer com- mittee and will be presented to the public on Nov. 30 at the Seaforth are- na, compares the costs of four sewage systems, which include traditional and modified gravity systems and two alternative methods, a septic tank effluent gravity system (STEG) and a septic tank effluent pumping system (STEP). McGrath said he prefers the STEG system, which is expected to have a cost of $17,000 per household. He also disputed the engineers' con- cerns that the STEG system would create problems with corrosion and smell. "Tank corrosion is not an issue," he said, adding he had talked to the company that installs the STEG sys- tem himself. Brussels . Coun. David Blaney told McGrath that council voting to rec- ommend the gravity sewer system did not commit anyone to following that path. "After looking at all the possibili- ties, we've come to the conclusion that the gravity system is the best way to go in this instance but we are taking the information about the other sys- tems to the residents. By voting on this motion, we are not committing ourselves or the residents," he said. Seaforth Coun. Joe Steffler agreed. "Nothing is cast in stone here. Mayor Joe Seili pointed out that one system doesn't require asphalt on the roads while the other does, meaning that the gravity system will require the roads to be dug up and replaced while the alternative sys- tems won't. "If I was out there and the sys- tems were within pennies the way they are, I wouldn't want tanks in my backyard that still need to be pumped," he said. McGrath responded that the tanks only need to be pumped once every seven years. "I'm not going to pay a debenture on my property in order' to get as- phalt on my street. Blaney agreed that the fact that council is making a choice between the systems of which one to recom- mend to the public will add weight to the choice but defended the motion saying, "That's what we were asked to do." "I recognize that you've unhappy with it but that was our mandate," said Blaney. McGrath said he heard from the STEG system company that the fi- nancial figures were not shared with them before they were presented to the water and sewer committee. "I want to makedamned sure we have accurate numbers," he said. Seili said he didn't think the engi- neers would be withholding informa- tion from the public.
