Huron East's municipal roofs could house solar panels

Huron East is interested in offer-
ing some of its municipal roofs for
consideration for solar panels, coun-
cil decided at its Oct. 6 meeting.
A program beingoffered by the Lo-
cal Authority Services Ltd., a branch
of the Association of Municipalities
of Ontario, is inviting municipalities
to either jointly own the solar pan-
els, solely own them or lease their
rooftops to generate renewable pow-
er during a 20 -year contract.
Solar panels projects on munici-
pal buildings were also discussed by
Huron County mayors and reeves at
a Warden's Task Force meeting last
Thursday.

McLachlan told council that munici-
palities are being invited by LAS to
ask for a feasibility study on selected
buildings in their jurisdiction which
will look at the pitch, the square foot-
. age and the direction of the roofs.
"We think vie should look at two or
three buildings. The arenas, the new
family health team build-
ing and the CCAC (Com-
munity Care Access
Centre), buildings might
all be possibilities," said
McLachlan.

vid Blaney added that
Huron County is con-
sidering applying for a
federal grant to look at
small-scale renewable
energy projects related
to municipal buildings.
"I think they (county
staff) want municipali-
ties to simply indicate
an interest in small
scale wind or photovol-
taic projects. If Huron
East is interested, they
should send someone
to the meeting," said
Blaney.
McLachlan said the LAS program
would possibly involve a cost of
$5,000 to $15,000 to do a structural
engineering report on a
building, which would
be part of the capital
costs if the solar pan-
els were installed.
The municipal-
ity would get a $3,500
rental fee if it rented
out the roof to the
LAS. If the municipal-
ity decided to own the
project, the payback
period would be seven
to 10 years.
"The pre-screening
gives you a good indi-
cation before you have
to put up any money,"
he said.

ing a lot of interest
across Ontario but

that not all of the sug-
gested roofs meet the criteria.
"One municipality sent in 17 build-
ings and 15 of them were not satis-
factory," he said. •
Blaney said the county is hoping
for a grant that would provide 50 per
cent support for capital purchases
involved in small-scale renewable
energy projects.
"The idea would be it would be
heavy on the Canadian or Ontario
content and local whenever possible
and become a source of revenue for
municipalities," said Blaney.
Blaney said no suggestions have
been made locally yet for any anero-
bic digestion projects but pointed out
that Owen Sound has already devel-
oped an anerobic digestor project to
deal with a sludge problem.
Seaforth Coun. Joe Stealer asked
if stand alone solar panels could be
considered by the municipality.
But, McLachlan responded that
while the rooftop units would receive
an 81 -cent _ premium for electricity,
stand alone units aren't as economi-
cally feasible since they only receive
a 60 -cent premium.
