Business owners invited to meeting on water. protection

Business owners located within the
two-year time -of -travel to municipal
wells in Huron East have been invit-
ed to participate in meetings on the
Drinking Water Source Protection
Act. _
The meetings, which will be held
in Harriston on Oct. 15 from 5-6:30
p.m. and at the Brussels commu-
nity centre on Nov 19 from 5-6:30
p.m., will ;inform businesses across
the Ausable Bayfield and Maitland
Valley watersheds what it means to
be located in a vulnerable area and
what precautions can be taken to
preventcontamination of municipal
water sources.
"We want businesses and indus-
tries to be more engaged in the issue.
It's a group that needs to think about
what " they're storing and whether
theyneed better management prac-
tices," .says Cathie Brown, project
manager of the Ausable Bayfield
Maitland Valley Source Protection
Region.
Invited business owners include
about a dozen each- from Seaforth,
Bayfield, Brucefield and Brussels,
30 in Zurich and about 60 in Clinton.
Letters were sent to about 500 prop-
erty owners in the two watersheds.
A local source protection commit-
tee has been creating an assessment
report identifying the areas where
the ground is more vulnerable to
the contamination of drinking water
along with the po-
tential sources of
contamination in
those areas. -
Brown says the
agricultural com-
munity in the
Ausable Bayfield
and Maitland
Valley region has
been very en-
gaged in the pro-
cess since 2006
when the Ontario
Clean Water Act
legislated that
a Drinking Water
Source Protection Plan be devel-
oped.
"There was concern in the broader
agricultural community that the leg-
islation would be limiting to what
they can do but there's likely only a
handful of farms in vulnerable ar-
eas," she says, adding that there are
less than 13 hectares of farmland in
zones that are 100 metres from mu-
nicipal wells.
'But, she's now hoping to reach the
business and industrial sector.
"We are looking at where there are
potential sources of contamination
from a variety of land uses and what
people ate doing that can contrib-
ute," she says.
The province
has created a list
of 21 potential
threats to drink-
ing water, which
include patho-
gens and chemi-
cals such as fuel,
organic solvents,
fertilizers and
pesticides. Along
with that list are
a list of circum-
stances that mea-
sure the risk in-
volved.
"There's a vast difference between
a jerry can of fuel and a home oil
heating tank," says Brown.
Of particular concern would be
businesses who use dense non-aque- •
ous phase liquids (DNAPLs), which
are denser than water and can sink
into the ground to contaminate an
aquifir.

and service stations including spot
removers, degreasers and automo-
tive coolants.
Brown says businesses might be
interested to know that there are
a variety of grants now available
through the Ontario Drinking Water
Stewardship fund for properties in a
two-year time -of -travel to a munici-
pal well.
The grants are available for decom-
missioning abandoned wells, septic
tank inspections, connections to ser-
vice and small business inventories
which would recommend improved
practices.
Brown says the assessment report
is due at the Ministry of Environ-
ment in June of 2010. Before that,
there will be public meetings held
throughout the region starting in
January.
Once the assessment is completed,
a planning policy will begin to be de-
veloped that will contain regulations
about what can and cannot happen
in vulnerable areas.
The planning policy must be com-
pleted by March of 2012.
"We are a way yet from the policy
- right now, we're identifying what's
out there. We're not making judge-
ments about impact yet," she says.
