Clear garbage bags extending life of landfill site

While Huron East, Goderich and
Central Huron are close to reaching
a final agreement with South Huron
about using the Exeter landfill site,
the recently -instituted clear garbage
bag policy is extending the life of the
Mid -Huron landfill site far beyond
expectations.
Deputy -Mayor Bernie MacLellan
told Huron East council at its Sept.
1 meeting that the four parties have
"come to consensus" over the agree-
ment, addressing every issue but the
tipping fees.
He added he's not worried about
what the tipping fees will be since
the agreement states that South Hu-
ron can't make a profit on the tipping
fees and that the books are open to
all parties.
"That gives me some comfort," he
said.
MacLellan pointed out, though,
that while - the Mid -Huron landfill
site had originally hoped to extend
its life by one year by requiring clear
garbage bags to ensure ' recyclables
weren't being tossed in the trash, the
program has been so successful that
the landfill's life could last another
four to five years.
"Since the clear garbage bags, the
amount going into the landfill has
dropped dramatically,". he told coun-
cil. -
After the meeting, MacLellan said
he's not certain if the drop in the
amount or garbage being received at
the landfill is because of better recy-
cling or because commercial haulers
stopped using the Mid -Huron land-
fill site.
"They (the commercial'haulers) get
billed double if they bring in recy-
clables in the garbage and they don't
want the responsibility of using clear.
bags," said MacLellan.
He said for the clear garbage bag
policy to be completely effective, all
landfill sites need to adopt the policy.
He said Mid -Huron was the first in
Huron County to do so.
When talks began between the
fourmunicipalities, they originally
planned to begin using the Exeter
landfill site in April of 2009. While
the four parties are now talking
about beginning February, 2011, Ma-
cLellan said he's not certain when
the start date will be.
"We plan to use the full extent of
the Mid -Huron landfill so until they.
close Mid -Huron, we'll be with them,"
he said.
MacLellan told council he is a little
concerned about an "escape clause"
in the agreement with South Huron
but added he can't see it becoming
an issue.
"This was certainly meant to be
a package deal with all or none of
us - that was my interpretation all
along," he said.
MacLellan added that the three
municipalities negotiating with
South Huron would be "throwing
money away" if they opted out of the
deal since they paid for all the stud-
ies involved.
