Deputy -Clerk Brad Knight said the program, announced on July 29, tar- getted the perservation and enhancement of heritage structures as well as cultural build- ings like libraries. "It's a change in di- rection council might not support but there is a lot of support in the community for the present facility," said Knight. "We filed the applica- tion three hours before the deadline," he add- ed, stressing the tight deadlines required by the grant process. As council looked at ways to improve ac- cessibility and expand the Brussels Library over the past four years, it had opted for a new building as a less costly route • than retrofit- ting the heritage building. Council decided to ask the community to raise 20 per cent of the cost of the new building, esti- mated a year ago at $650,000. The current library is 1,754 square feet and doesn't meet the Huron County Library Board's minimum net area re- quirement of 2,500 square feet. The reno- vations outlined in the grant application in- crease the square foot- age to 3,148, making the entire main floor, the basement meeting rooms and the wash- rooms completely ac- cessible. They would also add more efficient lighting and insulation that would reduce elec- trical and natural gas consumption. The grant application estimates the total cost of the renovations at $923,892, meeting the requirement of a mini- mum of $750,000. Knight pointed out that with two- thirds funding from the provincial and federal governments, local costs are reduced to $307,964. "When we made the decision to build a new library, this opportunity wasn't available to us and if it was, chances are we wouldn't have decid- ed to build a new building," he said. MacLellan added that council sold the idea to the community in Brus- sels that a new buildings would be less costly than renovating the heri- tage library. "If we can get a large portion paid for, I don't see any reason not to do it," he said: McKillop Coun. Bill Siemon agreed that he supports the application as well. "It makes it a better option," he said. Tuckersmith Coun. Les Falconer said he was impressed by the draw- ings and how the new section blends with the heritage building. "It might be cheaper to build new but I never saw a drawing to make a new building look like an old one. My only question is why didn't we do this before," said Falconer. Seaforth Coun. Joe Steffler said he's heard a lot of support in Brus- sels for the project. "If there's that kind of government money available, I'm all for it," he said. MacLellan said he still has reser- vations if the grant is not approved. "My vote will go back to what we talked about if we don't get the grant," he said. "If the answer is no, that's a whole other situation," added .Brussels Coun. David Blaney.
