Collapsing embankment at health unit needs attention
County councillors recommend Clean Water grant to pay for remedial action

A collapsing embankment next
to the Huron County Health Unit
building in Clinton is causing a sink-
ing feeling for the Huron County fa-
cilities manager.
Extraordinary rainfall over the
Dec. 27-28, 2008 weekend caused a
portion of the embankment next to
the Bayfield River to collapse and
the county has been monitoring the
situation ever since.
"Unfortunately, it's not stopping.
We've lost another 10 feet as well as
some trees," Sandy McLean told Hu-
ron County councilors at their Aug.
5 committee of the whole meeting.
McLean said the collapse is slowly
encroaching towards the paved road-
way. In December the upper edge
was 50 feet from the roadway and
since then another 10 feet has given
way.
He said a new road access to the
east parking lots at the Jacob Memo-
rial Building and the facilities ware-
house might have to be built.
"The worse case scenario is we'll
have to move our road. We have a lot
of trucks coming it. the back area of
the site and there is cause for con-
cern," said McLean.
While McLean said the county's
consultant engineer visited the site
and recommended that $4,000 be
spent to drill 50 -foot bore holes before
determining remedial construction
measures, Coun. Bill Siemon (Huron
East) asked why McLean had not ap-
plied to the Ausable Bayfield Conser-
vation Authority for a $5,000 grant
through the Clean Water Project.
"Seepage from a watermain or
tile is causing it so I wonder why
you didn't apply for the grant. You
don't want the $5,000 - is that it?" he
asked.
Siemon added that if McLean had
applied for _ the grant, the engineer-
ing costs could be covered by the
grant.
McLean responded that he hasn't
applied for the grant because he's
not yet sure what the remedial ac-
tion should be.
"It's not the case that I don't want
the money but I don't know what we
need to do yet," he said.
Coun. Neil Vincent (North Huron)
pointed out that the county is going
to spend money one way or another
in response to the problem.
"If the land is moving back and
there's water in there, doing nothing
is not an option," he said.
Coun. Bert Dykstra (Central Hu-
ron) said he'd like to see the county
working with the conservation au-
thority on the problem.
"By next spring, we'll lose another
30 to 40 feet. It can be saved but we
need to take action immediately," he
said.
Coun. Ben Van Diepenbeek (ACW)
suggested that an immediate appli-
cation to the Clean Water program
could possibly see the engineering
costs paid for retroactively.
"We need to move forward and at
least get an application in," he said.
