By asking for an elevation to an environmental review from an en- vironmental screening report, Ross says CASA would be required to do a more detailed analysis of various topics, which could take several more years to complete. In the elevation request, HEAT itemizes eight areas which need Clare Murray, a third year law student from St. Columban, looks through the CASA environmental screening report as she helps lawyer Krista Ross. more study including the accuracy of the noise assessment, the monitor- ing of infrasound, wind turbine set- backs and adverse health effects, the analysis of wintering birds and the Tundra Swan, Huron East's interim control bylaw, pre -construction moni- toring and data collection of bats, the effect of the turbines on significant woodlots and significant wildlife habitat and a flawed public consul- tation process. William Palmer, an engineer from Paisley, Ont., provided expert opin- ion about the noise assessment in. the environmental screening report and pointed out that CASA provided conflicting information about the technology that will be used, refer- encing two different makes of wind turbines. He also questioned whether CASA's proposed setbacks were adequate to to meet a 40 dBA noise standard. The elevation request also points out that CASA has been made aware of Jason Lamont, a "particularly sensitive receptor" who lives 673 me- tres from the nearest turbine. It says Jason's parents are particularly con- cerned about the effect of infrasound on Jason who he has experienced ex- treme sensitivity to turbines in other locations. The request says an environmental review or a director's order for fur- ther study would benefit the public interest and that HEAT would be willing to meet with CASA to try and find a mutually acceptable way to re- solve their differences. Ross says she's hoping to hear if the request is granted sometime in the fall. "It is an open-ended process and it could take several months for a re- sponse," she says.
