MCGRATH: In loving memory of a dear and spe-
cial brother and Uncle, Tom, who was called home
26 years ago, June 14, 1983.
We can shed a tear because you are gone,
Or we can smile because you were part of our
lives.
We can close our eyes and pray that you'll come
back,
Or we can open our eyes and see reminders of
you all around us.
We can turn our back on tomorrow and live in the
past;
Or we can look at today and live each day to the '
fullest, as you did.
Our hearts can be empty because you are no lon-
ger here,
Or be full of the love and cherished memories we
have of you.
Tom, the years have passed but not the love.
Our lives go on without you,
But nothing is the same.
Those special years will not return,
But deep within our hearts,
You will always walk with us forever.
Lovingly remembered and sadly missed by Bar-
bara, Cheryl, Sandy and Paul; Donna and Neil,

County councillors agree lunch
should not be paid by ratepayers
Susan Hundertmark
An 11-8 recorded vote at Huron
County council confirmed that coun-
cilors will still have a lunch break at
their meetings - but, whatever they
eat will no longer be paid for by the
county.
The issue of a free lunch was thor-
oughly debated again at county
council's June 3 meeting when Coun.
Dave Johnston (Bluewater) pro-
tested that a notion to discontinue
lunches at committee of the whole
sessions could lead to a situation
where councillors continue until 3
p.m. without any lunch break at all.
"It does not address the aspects
of the Health and Safety Act for
employees who are required to sit
here through their lunch breaks. I,
for one, will be ,getting up when I'm
hungry and leaving and if eight or
nine members feel the same way,
you won't have a quorum," he said.
Johnston pointed out that several
councilors suffer from diabetes and
require a lunch break to accommo-
date their condition.
Coun. Joe Seili (Huron East),
whose requests for a financial
breakdown on lunch costs sparked
Coun. Deb Shewfelt's (Goderich) mo-
tion to do away with picking up the
tab for council-
lors' lunches,
responded that
he was never
against a lunch
break from noon
to 1 p.m. He said
he only wanted
councillors to
pay for their own
lunches.
If you de -
Tide not to come
back, you should
be only paid
for a half day. I
can be respon-
sible enough to
return to work
after lunch - if
other councillors
can't, so be it," he
said, adding that
the hour break
should be enough
time for staff to
eat lunch "like
they have for the
last 100 years."
Coun. Ber-
nie MacLellan
(Huron East)
suggested that
councillors could
continue to have
lunch in the
council chambers
if they paid for a
meal catered by

a local restaurant.
"That way, we're still getting lunch
and the ratepayers aren't picking up
the bill. And, I think it would be ap-
preciated by the establishments in
town," he said:
Coun. Bert Dykstra (Central Hu-
ron) added that if the lunches were
catered and paid for by council-
lors, restaurants throughout Hu-
ron County could benefit and Coun.
Dorothy Kelly (Morris Turnberry)
added that the cost could be taken
from councillors' pay.
Coun. Bill Siemon (Huron East)
said that as a diabetic, -he'd prefer to
bring his own lunch.
"It's only right that we pay for our
own lunch or bring it," he said.
Shewfelt said he thought council-
lors were making the issue too com-
plicated.
"Break at 12 and come back at 1
p.m. and get on with life. I don't know
why we're beating this to death," he
said.
Warden Ken Oke said he received
phone calls from ratepayers when
the free lunch issue was first raised,
telling him council was being "penny
foolish."
"We've got to act like a business
and what business sits there and
quibbles over whether or not the
board gets fed lunch? If you think
you're impressing the ratepayers,
you're not," he said.
Coun. Bill Dowson (Bluewater)
agreed saying ratepayers found the
situation amusing.
"Everyone I talked to just laughed
and said, 'What a bunch of kids at
the county,"' he said.
Kelly added that people used to
laugh at Morris Turnberry's reeve
30 years ago when he walked out of
county council with his lunch pail.
Seili responded that, on the con-
trary, he received a number of phone
calls praising the county for discon-
tinuing the free lunches.
"A lot of people called to say thank
you for saving the taxpayer money.
This was $20,000 and I was taught
that if you look after the pennies,
your money will grow," he said.
Voting in favour of the motion to
discontinue paid lunches were Seili,
MacLellan, Siemon, Shewfelt, John-
ston, Kelly, Dowson, Coun. George
Robertson (South Huron), Coun.
Murray Scott (North Huron), Coun.
Max Demaray (Howick), Coun. Tim
Collyer (Central Huron).
Voting against the motion were Oke,
Dykstra, Coun. Jim Dietrich (South
Huron), Coun. Ben Van Diepenbeek
(ACW), Coun. Neil Vincent (North
Huron), Coun. Jim Fergusson (Blue -
water), Coun. John Grace (Goderich)
and Coun. Neil Rintoul (ACW).
Coun. John Bezaire (Central Hu-
ron) was absent.
