Huron East receives $933,332 to resurface road in Grey

Huron East received $933,332 last
week from the -provincial and federal
governments' Infrastructure Stimu-
lus Fund for a $1.4 million road proj-
ect in Grey.
The Cranbrook McNabb road proj-
ect will resurface 11 kilometres of
road including four bridge decks,
which will also be waterproofed. A
railing will be replaced on one of the
bridges, says Brad Knight, deputy
clerk of Huron East.
Huron East made four applications,
one under the Build Canada Fund
and three under the Infrastructure
Stimulus Fund, three of which were
not funded.
Under the Build Canada Fund,
Huron East applied for help with a
$5.7 million upgrade and expansion
of the Seaforth sewage plant.
Applications were also made for
federal and provincial funding for a
$3 million replacement of sanitary
sewers and watermains in Vanastra
and a $1.2 million bridge repair on
Jamestown Road in Grey.
"We're happy to have one proj-
ect approved. It will help eliminate
some of our infrastructure debt,"
says Knight.
During the last round of grant
announcements, the government
made it known that the second, re-
cent round of infrastructure grants
would be coming up but no similar
announcements have been made for
a third round so Knight says he's not
sure if the municipality will have an
opportunity to apply for financial
assistance for the three remaining
projects.
"I've seen the federal deficit so you
have to wonder if we can afford an-
other round," he says.
Huron East's grant was part of
a joint investment by the feder-
al and provincial governments of
$40,877,313 million for 19 provin-
cial and community infrastructure
projects identified as priorities for
Huron -Bruce.
During a presentation of the fund-
ing at the Clinton Fire Hall recently,
Huron -Bruce MPP Carol Mitchell
congratulated the municipalities
of Huron East and Central Huron,
which received $870,000 towards a
$1.3 million project to renovate Clin-
ton's Fire Hall and $840,000 towards.
a $1.26 million repaving project of
Orchard Line Road.

were needed in
all of our mu-
nicipalities we
have come a long
way," she said.

Notice of Completion of an Environmental Screening under the Ontario
Environmental Screening Process for Electricity Projects
St. Columban Wind Energy Projects
Municipality of Huron East, Huron County
The Project: CASA Engineering and Construction ("CASA") has
completed the. Environmental Screening process for two wind energy
generation projects outside of St. Columban, Ontario, in the
Municipality of Huron East; each with an aggregate capacity of no
greater than 10 MW. The two projects are referred to respectively as
St. Columban 1 and St. Columban 2 (referred to herein as "the
Project"). Each project will consist of five (5) turbines and both are
located within the single project area, shown on the map here. Other
Project components include access roads and overhead and
underground 27.6 kV collection lines from the wind turbines to a
separate and distinct interconnection point for each project with the
local Hydro One distribution system.
The Assessment: The two wind energy generation projects are
subject to an Environmental Screening for Category B projects as
required by the Ontario Environmental Assessment Act Reg.116/06. On
January 31, 2007 the public was notified of the Commencement of an
Environmental Screening. The Environmental Screening Report ("ESR")
was prepared following the requirements set out by the Ministry of
the Environment (MOE) in the Guide to Environmental Assessment
Requirements for Electricity Projects, March 2001 ("EA Guide").
Public Review: In compliance with Ontario Regulation 116/01, the ESR must be made available for a 30 -calendar day
review period. The ESR is being made available for review and comment from June 23, 2009 to July 23, 2009.

As per the process outlined in the EA Guide, stakeholders should first attempt to resolve any outstanding issues with
CASA during the 30 -calendar day review period. In the event that issues cannot be resolved with CASA, the concerned
party can make a written request to the Director of Environmental Assessment Et Approvals Branch at the Ministry of the
Environment to elevate the project to an Environmental Review or Individual Environmental Assessment. All elevation
requests must be made in accordance with the provisions set out in the EA Guide. The EA Guide is available for
download on the MOE website, www.ene.gov.on.caLenyision/gp/4021e.pdf.
Please note that all comments and requests must be received by CASA and the MOE no later than 4:30 PM on July 23,
2009.
