While the Seaforth Community Hospital remains
closed overnight because of a lack of emergency room
nurses, the Huron Perth Healthcare Alliance is still ac-
tively recruiting, site administrator Mary Cardinal told
members of the Alliance board at its meeting in Seaforth
last Thursday.
Board member Sheila Morton asked Cardinal to item-
ize the ways the HPHA is trying to find nurses to fill the
openings in Seaforth.
Cardinal responded that the HPHA is using its web-
- site, Healthforce Ontario; university career fairs and
symposiums, word of mouth and the sign in front of the
hospital to recruit.
"We have a couple of potential leads but nothing is final
until it's final. But, I'm not sure if there's any real change
from when we've spoken before," said Cardinal.
She added that the HPHA is working with the Univer-
sity Health Network in Toronto to develop a model to
look at its staffing needs and is still trying to reinstate
Seaforth hospital's; rurality index to help attract nurses
with .
"It sounds as if you are very aggressively trying to en-
tice people,". said Morton.
"There is a lot going on," said Cardinal.
She added that nine third year nursing students will be
working for the summer at all four Alliance hospitals.
"They are not actually working as nurses but they are
getting that clinical exposure. The Alliance gives excel-
lent student nursing opportunities and that's a huge re-
cruitment tool for us," she said.
CEO Andrew Williams said the HPHA is also asking
its hospital foundations to contribute towards nursing
recruitment.
"We're putting a lot of emphasis on the organization
being attractive and making sure we have the right in-
formation and the right offers out there," he said.
Morton said the recruitment efforts are "excellent."
"I don't know if there's anything else we can do unless
we hogtie someone," she said.
Seaforth LAC member Tony Vanden Hengel asked if
there are any courses the HPHA can offer to train ER
nurses.
Chief Nursing Executive. Donnalene Ther -Hodes said
the HPHA sends nurses to critical care courses needed
to work in the ER, sometimes offering college courses at
local hospitals.
"But, the nurse has to want to do that," she said.

HIGHWAY 8 FROM SEAFORTH TO MITCHELL (EXCLUDING DUBLIN)
DETAIL DESIGN STUDY AND CLASS ENVIRONMENTAL ASSESSMENT

THE STUDY
The Ministry of Transportation Ontario (MTO) has retained AECOM Canada Ltd. (formerly UMA Engineering Ltd.) to carry
out the Detail Design and Class Environmental Assessment to facilitate the recommended improvements to Highway 8 from
the east limit of Seaforth to the west limit of Mitchell (excluding 0.94 km in Dublin that was rehabilitated in 2003), for a total
distance of 15.25 km (see Key Map).
A Public Information Centre (PIC) was held on December 2, 2008, at the West Perth Municipal Office to receive public input
on the proposed highway improvements and alternatives for snow drift treatment. Given the nature of comments received, the
Ministry has decided not to include snow drift treatment as part of the Highway 8 rehabilitation project. The Ministry will defer
consideration for the proposed treatment to a later date and proceed with finalizing the detail design for the reconstruction of
Highway 8 from Seaforth to Mitchell (excluding Dublin). The remaining improvements to Highway 8 include:
• Pavement rehabilitation to Highway 8 including providing 0.50 m partially paved shoulders;
• Rehabilitation of the Silver Creek Bridge;
• Minor rural drainage improvementsethroughout including culvert and sewer replacement/repair, curb and gutter replacement,
and ditch improvements at various locations;
• Construction of a seini-urban cross section with curb and gutter, storm sewers and fully paved shoulders through the
hamlet of St. Columban;
• Minor intersection improvements throughout including radii revisions, paving and approach shoulder treatment;
• Reconstruction/removal of commercial and residential entrances as required: and,
• Roadside safety improvements including guide rail replacement, and the :removal and/or protection of roadside hazards
as required.

THE PROCESS
This detail design assignment was initiated in January, 2008 as a 'Group B' project in accordance with the Class Environmental
Assessment for Provincial Transportation Facilities (2000).
It has been determined, through consultation with agencies, the public and affected property owners, as well as field
investigations that the recommended plan will not result in any significant adverse environmental or property impacts.
Therefore, the project is being 'stepped -down' to a 'Group C' project and formal documentation is not required. 'Group C'
projects are considered approved under the Ontario Environmental Assessment Act, subject to compliance with the Class
EA and the application of mitigation measures where necessary. A Transportation Environmental Study Report (TESR) will not
be prepared and there will be no opportunity to request a "bump -up" to an Individual Environmental Assessment (through -a
Part 11 Order) under the Environmental Assessment Act.
This notification marks the beginning of the 30 -day review period in which affected parties may request to MTO that the
project remain a Group B project and not be stepped down. If the MTO and the objector cannot agree, then the objector may
ask the Minister of the Environment (135 St. Clair Avenue West, 12th Floor, Toronto, ON M4V 1 P5) to rule on the request. It
is the responsibility of the objector to forward the request to the Minister of the Environment before the end of the
review period on June 13, 2009. A copy of the objection should also be forwarded to AECOM Canada Ltd. at the address
shown below.
