CLASS ENVIRONMENTAL ASSESSMENT
FOR EXPANSION TO THE SEAFORTH SEWAGE TREATMENT PLANT
NOTICE OF STUDY COMPLETION
THE PROJECT:
The Municipality of Huron East is planning to upgrade the Oak Street Sewage Pumping Station (SPS) and
expand the Seaforth Sewa9e Treatment Plant (STP) to allow for continued growth and development
within the community and to address deficiencies identified with existing operations. The plant's
hydraulic and organic capacity are currently being exceeded and must be expanded to meet current
MOE criteria.
A preferred alternative for the project has now been selected which incorporates input received during
the Class EA consultation process. The existing treatment process utilized at the plant will be expanded
through the construction of additional treatment trains. The preferred alternative, which also includes
upgrades to the Oak Street Sewage Pumping Station and other components of the STP operations, will
provide sufficient capacity to meet the existing and future needs of the community for a twenty five year
planning horizon.
THE ENVIRONMENTAL ASSESSMENT PROCESS:
The planning for this project is following the environmental assessment process set out for Schedule C
activities under the Municipal Class Environmental Assessment (Class EA) document. The Class EA
process involves consultation with the public and review agencies to ensure that the project can be
carried out in an environmentally -sound manner. The environmental assessment process has new been
completed. There were no negative impacts identifred with theproject that could not be mitigated.

If environmental concerns arise regarding this project, which cannot be resolved it discussion with the
Municipality, a person or party may request that the MiniStry of the Environment make an order that the
project comply with Part 11 of the Environmental Assessment Act, which addresses individual environ-
mental assessments. Requests must be , eceived by the Minister, at the address below, within 30 calendar
days of this Notice. A copy of the request must also be sent to -the Municipality and Project Engineer at
the addresses noted. If no such request is received by May 29th, 2009, the project will proceed to
construction as planned.
