The Municipality of Central Huron is pleased to announce the 8th annual Central Huron
Facade Grant Program. The Program includes facade improvements for all properties in
Central Huron that are assessed as Commercial for taxation purposes. The Municipality
has set-aside funds to assist property owners in the expansion or improvement of the build-
ing facade or signage.
Midget
The current 2009 Facade Grant Program budget has been set and is divided into two pro-
gram releases; (a maximum of $5,000 of matching funds per application). The funds will be
distributed . on. a "first come first served" basis. The application deadline is May 31st.
Funding -may be in the form of a cash or in-kind contribution.
To Qualify
The structure for the proposed enhancement must be within: Central Huron and must cur-
rently be assessed as Commercial, in whole or in part, for taxation purposes. The pro-
posed facade improvement must meet the specific property criteria outlined in the "Facade
Improvement Concept" and enhance the "cosmetic" appeal of the structure from a
atreetscape viewpoint. The application must be completed in its entirety and must receive
approval prior to the completion of the works, It is understood that the applicant will be
reimbursed the grant amount following the completion of the works and submission of all
project receipts. Successful applicants will be required to submit a post project report iden-
tifying the use of the funds.

THE PROJECT:
The Municipality of Central Huron is planning to replace the Harlock Bridge which spans the Walton
Municipal Drain along Harlock Lam, approximately 6.5 km southwest of the community of Walton (as shown
on the accompanying key plan). Recent engineering inspections of the structure have identified advanced ` ~�
deterioration within primary bridge components. Repair of the bridge is not considered practical at this time,
given the narrow width of the structure and the extent of structural deterioration evident4uring the inspection
process.

CLASS. ENVIRONMENTAL ASSESSMENT FOR
REPLACEMENT OF THE HARLOCK BRIDGE
The Municipality is proposing to replace the existing single lane steel truss bridge with either a beam bridge or
a rigid frame bridge designed to accommodate two lanes of traffic. It is anticipated that the structure would be
replaced during the 2010 construction season. The affected section of Harlock Line would be closed during the
Construction ;period and traffic would be. diverted around the
project site on existing local roads.:(4,N ;-
TIE" ENVIRONMENTAL SCREENING PR S Y.
The planning for this project is following the planning process established for Schedule B activities under the•
Municipal Class Environmental Assessment (Class EA) document. Schedule B projects are approved subject
to a screening process. The purpose of the screening process is to identify any potential environmental impacts
associated with the proposal and to plan for appropriate mitigation of any impacts. The process includes
consultation with the public, stakeholders and review agencies. This notice is being issued to advise of the
start of study investigations. There will be additional opportunities for public input and involvement as the
study progresses.

PUBLIC INVOLVEMENT:
Public input and comments areinvited for incorporation info the planning and design of this project and will be
received until May 22 , 2009, at the address listed below. Any comments collected in conjunction with the
study, will be maintained on file for use during the project and may be included in project documentation.
With the exception of personal information, all comments will become part of the public record.
