Sound system
funding denied
Because the Seaforth Business Improvement Area re-
paired the downtown sound system and then asked Hu
ron East to reimburse them, council is refusing to pay the
piper.
At its Feb. 17 meeting, Huron East council received a let-
ter from the Seaforth BIA asking for the $2,319.79 needed
to make the sound system functional after it was damaged
several years ago.
"During the 2008 Haunted Huron and Old Fashioned
Christmas events, the music was once again heard on Main
Street, enhancing the experience of the participants," said
the letter.
"Due to the Complexity of this matter, attempts to deter-
mine those responsible for the damage to and subsequent
repair of the sound system have been unsuccessful. We are
planning a 2009 local shopper incentive program and re-
quire
quire the money spent on repairs to fund our next project,"
it said.AF,.
But, councillors wanted to know why they
about the issue before the money was spent.
"Why did they go and do it on their own? Doing
their own and then sending us a bill - that's not the proper
course of action," said Deputy -Mayor Bernie MacLellan.

"They did it and then they're coming back for the the'matey.
Doing it that way, I'm not sure we should pay it all. Maybe
we should pay a percentage of it," said Tuckersmith Coun.

Seaforth Coun. Bob Fisher, who sits on the BIA, said the
group waited over three years for Huron East administ 'a-
.tion to figure out whose responsibility it was to fix the sys-
tem.
"It is beneficial to the community - that's why they went
ahead," he said, adding that the BIA'went to the adminis-
tration for help instead of council.
Clerk -Administrator Jack McLachlan said when dam-
aged streetlights were being repaired, the sound system
was damaged but no one is claiming responsibility for the
damage:
Fisher stressed that the BIA did not damage the sound
system and should be reimbursed for fixing it.
McKillop Coun., Bill Siemon said that ; since the BIA re-
ceives funding through tax dollars, the cost should come

out of the MA's budget. }
"They said that business was down this year so the sound
system didn't work," he added. .14._
McLachlan said he would continue to pursue coinpensa-
tion from the parties involved in damaging the system.
