Huron or a money-maker for Huron
East," Cooke explained.

options — board agreements, fee-for-
service and automatic aid — even
out. It'll all wind up costing the
same over a 10 -year average.
"If everyone changed to fee-for-
service, after the dust settles two
years down the road, nobody would
notice a difference because the ser-
vice doesn't change."
