MMP would give accurate feedback to politicians
From Page 5
would have been entitled to 22
seats in a purely proportional sys-
tem but with MMP they would
have elected nine riding seats and
elected 12 list seats for a total of 21
MPPs.
And, the Green Party with eight
per cent popular support but no
riding seats would have been enti-
tled to 10 seats in a purely propor-
tional system but in the MMP sys-
tem would have elected nine MPPs
from their party list.
Because the Citizens' Assembly
recommended that the ratio of rid-
ing to list seats be 70/30 for
Ontario instead of the 50/50 ratio
used in a number of other mixed
member proportional systems the
2007 results can't be made exactly
proportional because the Liberals
won more seats at the riding level
than their popular vote would have
given them.
However, the Mixed Member
Proportional system as developed
by the Citizens' Assembly would
still have come much closer to
achieving democratic results that
reflected how the voters of Ontario
voted on election day.
First every vote cast for a party
would have counted toward some
representation, except for the
approximately one per cent that
voted for parties that got less than
three per cent of the vote.
There would have been no phony
majority government but a minori-
ty Liberal government that would
have had to work with other par-
ties to achieve passage of its leg-
islative program.
All parties would have received
MPPs closer to their proportion of
the popular vote and voters in all
regions of the country would have
at least one representative from a
political party that they voted for
available to work on their behalf at
a regional constituency office and
in the legislature.
And, John Tory would likely have
been one of the list candidates
elected on the Conservative list so
that he would have a seat in the
legislature rather than having to
decide whether to leave politics or
ask a loyal MPP in a "safe" riding
to step aside for him.
The Legislature would have a
truer balance between the various
voices Ontarians want speaking for
them and all the major voices
would have representation closely
proportional to their public sup-
port.
Elections are the time when
politicians receive feedback on
what kind of job they are doing.
For feedback to be effective it
needs to be accurate and consis-
tent.
A Mixed Member Proportional
system would give consistent and
more accurate feedback to the
politicians and political parties
than the first past the post system.
