CAS labour issues `resolvable,' says executive director

Issues that had been under dis-
cussion between the Huron -Perth
Children's Aid Society (CAS) and its
employees represented by the
Canadian Union of Public
Employees (CUPE) are "resolvable,"
says the executive director of the
agency, and he doesn't think the
current impasse in contract negotia-
tions will result in a strike.
Tom Knight said pay demands
from the union range from three to
18 per cent, depending on where
employees are on the pay scale, but
the province, which funds the non-
profit agency, is funding only a two
per cent increase.
Another key issue, he said, is that
the union is seeking pay parity
w
between child protection workers,
who are involved in investigations
and court situations, and non -pro-
tection workers, but that contra-
dicts an existing agreement that
recognizes a pay differential for the
more stressful protection work.
CAS employees represented by
CUPE Local 1427 will be in a legal
strike position at the end of this
month. Conciliation talks broke
down Oct. 4, the union requested a
no -board report from the provincial
conciliator and that has triggered a
countdown to a legal strike or lock-
out.
Knight said the agency was pre-
pared to continue negotiations, but
the union opted for a conciliator.
Although the province funds all

outside resources, which can
account for about 30 per cent of
costs, and expenditures in previous
years.
Expenditures for the Huron -Perth
agency in the last fiscal year
amounted to $15.7 million, he said,
and there was a $1 -million deficit.
The province came up with one-
time funding of $860,000 towards
the cost overrun.
Knight said the net allocation for
the next fiscal period is $15.1 mil-
lion, so the agency is starting out
with $600,000 less than it spent last
year.
It submitted a budget of $17.7
million to the province, so it is fac-
ing a $2.6 million deficit.

tective and non -protective employ-
ees, information technologists,
finance department workers and
administrative support staff.
The largest group are social work-
ers who work with children in both
the protection and non -protection
categories.
Knight said protection workers'
pay is on par with everyone else in
the province and they are the hard-
est group to recruit.
Among the issues the union wants
addressed are "low wages for the
administrative staff' and "the elimi-
nation of the wage gap between
front-line employees," the union
said in a press release recently.
