Council shocked to learn about paunch
manure stored in silo at Huron East property

Huron East councillors expressed
shock at their Sept. 4 meeting after
hearing about a situation where
paunch manure was stored in a
bunker silo used for corn silage in
McKillop.
The information came from
Ministry of Environment (MOE)
agricultural environment officer
Glenn Ross who was giving a report
about his activities in Huron East.
"I'm absolutely shocked that a
slaughter plant in Guelph is ship-
ping to Huron County. After the
lessons of BSE, something's not
working right. What is the Ministry
of the Environment doing to let it
come to Huron East?" said McKillop
Coun. Bill Siemon.
Deputy -Mayor Bernie MacLellan
said he wasn't aware of the situa-
tion until Ross's visit to council that
night.
Ross said he had been called to a
Huron East farm regarding another
complaint that livestock trucks
being washed had resulted in the
run-off of manure into a neighbour-
ing property.
He said that while the run-off sit-
uation was stopped and cleaned up,
he noticed at the same time the
paunch manure being stored.
Paunch manure is what dumps from
the intestines and stomach of ani-
mals at a slaughterhouse and can
include animal membranes.
"That material slips through our
legislation and that's one of the
things I'm working on. It (the
paunch manure) went there without
our knowledge," Ross told council.
He asked council to write a letter
complaining about the incident to
the MOE.
"The ministry agrees that there
has to be a home for everything but
I want to see it managed under the
Nutrient Management Act. This is
one that manages to miss our legis-
lation. I believe it should be com-
posted close to the source," said
Ross.
Ross said after the meeting that
no charges have been laid but the
incident will be referred to the
MOE's Investigations and
Enforcement Branch for investiga-
tion.

Huron staff honoured for long service

Nearly two -dozen of Huron
County's staff members were pre-
sented with service pins to pay trib-
ute to their more than 420 years of
service at -county council's Sept. 5
meeting.
"I must say, when you look at the
list, I'm very impressed," said

Shewfelt of the 21 honourees,
including Helen Young, of the
Homes department, who was hon-
oured for 40 years of service, as well
as Kathleen Williams and Rita
Leppington, also of the Homes
department, who have 35 years of
service under their belts.

Shewfelt reported the month of
August burned up his agenda as he
saw himself attending a number of
county -based events, ranging from
the It All Ends Up In the Lake con-
ference held in Goderich to the sod -
turning celebration for Bayfield
Mews to the 25th -anniversary cele-
bration for Clinton's School Car on
Wheels.
Shewfelt also extended congratu-
lations to Margaret Vincent, North
Huron Councillor Neil Vincent's
daughter, on being crowned the
Queen of the Furrow at the recent
Huron County Plowing Match, held
near Seaforth.
The warden noted he also partici-
pated in a number of provincial
funding announcements for various
projects in the county, including a
grant through the Ontario
Municipal Rural Broadband
Partnership with Huron -Bruce MPP
Carol Mitchell.
"I think there's an election com-
ing," joked Shewfelt.
New on staff
Scott Tousaw, of the county's plan-
ning department, officially wel-
comed Mike Pullen into the fold as
Huron's new senior economic devel-
opment officer.
Tousaw noted Pullen worked for
the county in the 1990s, before mov-
ing on to work in Essex County. He
was also the manager of tourism in
Haldimand.
"We were really fortunate to have
him return to Huron County,", said
Tousaw, noting Pullen will be work-
ing on a number of initiatives,
including the warden's task force
and the manufacturing marketing
strategy.
"It's really great to be back home,"
said Pullen. "I see great things hap-
pening in the future."
He added both he and his wife,
who also hail from the county, are
thrilled to be back in the region.
Pullen is the son of Don and
Florence Pullen, of Clinton.

Overboe added some jobs will be
streamlined and, he added, county
staff members and stakeholders are
being asked for their input in the

cent of the costs associated with
court security.
Council also endorsed a resolution
seeking to put a
moratorium on
companies seek-
ing to bottle
water at source.

There is some concern, he said,
that contaminants ran into the
Dillon drain, which feeds into the
Maitland River.
Siemon told county council he is
"shocked" by the notion farmers are
so strongly regulated with regard to
deadstock removal while a Guelph -
based company was able to legally
dispose of animal parts in such a
fashion.
11This is one of the cracks some of
the stuff fell through," said Mayor
Joe Seili at county council.
Siemon told county council he will
be following up with the events
leading up to the incident through
the Ontario Ministry of Agriculture
and Food (OMAFRA).
