RMP payments based on individual farm history

crops," he said. "They're not inter-
changeable either. So it's very, very
different from programs we've got in
place right now."
Tuinema said it's more like crop
insurance than a payment program.
"It's triggered whenever `opportuni-
ty' prices drop below a producer's
selected support level," he said,
explaining that farmers would pick
one of the support levels, pay a premi-
um and if the price drops below that
support level they'd get paid the dif-
ference between the two on a bushel
per acre estimate.
"Payments are based on your indi-
vidual historic average yield and
recorded planted acres, so this pro-
gram is very specific to you and not
general to the average across the
province or the average across the
nation," he said.
Tuinema said producers must apply
to enroll each year, with a Nov. 30
deadline for fall -planted crops and a
March 31 deadline for spring -planted
crops. The producer will have to indi-
cate how many acres will be devoted
to each commodity.
"This is before the time period for
the pricing estimates would start," he
said.
Tuinema explained that to be eligi-
ble to participate in the RMP, a pro-
ducer must meet three some require-
ments.

"Obviously, if you weren't in produc-
tion insurance for the 2007 crop, it's a
little late to get it now so that require-
ment is waived for the 2007 crop
year," he said.
They must also be enrolled in the
CAIS program (which is now called
AgriStability).
"They're changing how CAIS is
going to look," he said. "It's going to be
AgriStability and Agrilnvest and
because of that, the application for
that has been pushed back into
November."
Tuinema notes you still need to be
enrolled in CAIS for the 2007 crop
year to enroll in the RMP.

As far as payments go, when a RMP
payment is made to an individual pro-
ducer, it will count as an AgriStability
payment in the equivalent
AgriStability program.
"It's meant to prevent double-dip-
ping," he said. "You get the better of
the two programs, but you don't get
both. Whichever one is going to pay
higher, that's the amount you're going
to get."
During the last part of the meeting,
Guilbeault said that only the provin-
cial government has agreed to the pro-
gram so far.
