"Even though the money's wel- come," he said, "it just seems to be shameless opportunism on the part of the Liberals and if we weren't fac- ing an election, if John Tory hadn't come out with his promises, we would not have seen anything." Thompson said that as near as he can figure, this announce- ment was in response to the agricultural elec- tion platform of John Tory, which was released last week. "There's not a lot of reason for happiness and good harmony in the farm community," he said. "And $55 million is not a lot of money. It's peanuts." When asked what this money would mean for Huron farmers last Thursday, before the announcment had officially been made, Thompson couldn't say. "I have no idea," he said. "I couldn't even begin to guess because the leak is $55 million, but I don't know whether that's per year or over three years. And that could make a completely fundamental dif- ference." Ed Danen, president of the Perth County Federation of Agriculture, sees it in a slightly more positive light. "It's a good announcement, for sure," he said. "And a long term one at that." Danen is talking about the second announcement from the province, about a three-year risk manage- ment program, which the province describes as a price insurance pro- gram to offset low commodity prices. "The devil's always in the details," Danen said, recalling the failure of the Canadian Agricultural Income Stabilization program (CAIS). "This risk management program is something the grains and oilseed farmers have been looking for, for quite some time now," he said. Danen said that the risk manage- ment program coupled with better prices on the market may make for a "better time" for the farmers in grains and oilseeds. While he hopes these announce- ments aren't just about campaign posturing, Danen is wary. "There always seems to be a wave of announcements just prior to an election," he said, noting that the waves seem to come after people in the sector have put years of work into getting results. "Maybe that's not bad, maybe that's the only way we get money nowadays," he said. "I think that goes across all sectors and levels of government."
