The sur- charge is to eliminate a debt from the old Egmondville sys- tem. In 2005, council moved $25,000 in Brussels taxation that was no longer needed for waste management into rev- enues for its water system. Knight said they must make up that $25,000 in rev- enue either through water/sewage rates or a tax levy. To cover the $25,000 through water/sewage rates, Knight suggested their water rates increase by $4.50 a month (to $25) and the sewage rates by $4.73 a month (to $26.23). With no room for upgrades with Brucefield's current rates, Knight suggested Brucefield's water rates increase from $33.33 a month to $35. "I have no problem if we up it to a buck and a half a month," noted Deputy -Mayor Bernie MacLellan of the Brucefield water rates. "Inflation is going to hit us. So if we up it now, we might not have to in 10 years," he added. The Vanastra system, which is completely metered, based on the Huron East, Central Huron to each add one more member to county council. Huron East and Central Huron will each add one new member to county council in the 2010 term, thanks to slight increases in their respective populations. The changes will also mean each municipality will have an addition- al representative on both the cul- tural services and planning, agri- cultural and public works commit- tees. Bert Dykstra (Central Huron) says there is no benchmark to gauge its potential success. "It's a tough one to answer. It's a a tough one to quantify," says Dykstra.
