County council debates costs
of wellhead protection

County council is giving the , go ahead to a
suggestion by Coun. Deb Shewfelt (Goderich)
to appoint a representative from its water -
protection steering committee to act as an
alternate for Shewfelt in his role as a provin-
cial committee member for an expert panel on
water -source stewardship.
Shewfelt said it is important for the county
to have a say in the process since some of the
proposed legislation could prove quite costly
to some landowners.
Shewfelt said wellhead protection issues on
farms could prove to be a financial hardship
to some.
"These are the things we're trying to deal.
with in a fair way," said Shewfelt.
Coun. Bernie MacLellan (Huron East) ques-
tioned whether a financial assistance pro-
gram will be available.
"You are going to have people who just can't
afford to do it," he said.
Penny Nelligan, executive director of the
Huron County Health Unit, said officials are
aware of that possibility. She said provincial
legislation currently dictates the county
should not help pick up the costs associated
with repairs.
Coun. Dave Urlin (South Huron) noted
some people argue repairs and upgrades
should be the property owner's responsibility.
The county warden, meanwhile, said
mandatory pumpouts of septic systems are a
provincial responsibility, much like emissions
testing for the Drive Clean program.
MacLellan suggested the county could
apply a surcharge to property owners target-
ed at helping defray costs.
"We would end up with the best septic sys-
tem in Ontario," he said.,
"And all of council must wear bulletproof
vests at the same time," joked Morley.

Accessibility committee gets
complaints about curbs, parking.

The Huron County Accessibility Advisory
Committee has been fielding a number of
complaints in the past weeks.

for the county reported a few letters were
submitted with regard to
the curb work in down-
town Clinton.
Specifically, said
Adams, the letter writers
would like to see either the
completion of construction
or a temporary layer of
asphalt applied in order to
avoid trouble spots for
pedestrians,
There is alsp a problem
with the ramp at the med-
ical centre in Clinton as it
is not level with the
ground, which causes a
problem for wheelchair-
bound people, saids
Adams.

Meanwhile, Coun. Bernie MacLellan
(Huron East) learned municipal staff asked
that visually impaired people have been
asked to write down the licence plate num
bers and vehicular makes of cars parking on
sidewalks in Seaforth.
When MacLellan first asked what sense it
made for staff' to ask visually impaired people
to take on the task, he was informed that was
Huron East staff, and not the county's, that
made the request.
The problem reportedly exists in spots
where there are no curbs between the road
and sidewalk in: the downtown core.
Council also learned Huron -Bruce MPP.
Carol Mitchell's office is continuing its work
on making the Clinton constituency office
accessible to the physically challenged.
During a presentation about broken down
shower facilities for the physically challenged
at Point Farms provincial park, council
learned the problem could be : related to
water -quality issues.
Coun. Joe Seili (Huron East) says it's ironic
the province can't even meet its own water -
quality standards.
Huron East reports progress
on Brussels library site
Huron East council is ready to
branch out.
Coun. Joe Seili (Huron East) told
county council Thursday that land
has been purchased behind the cur-
rent Dale Carnegie branch library
in downtown Brussels.
The site will be used to build a
new library that is accessible to the
physically challenged.
Seili added the project is moving
forward, slow
Coun. Rosemary Rognvaldson
(Township of Howick) reported cir-
culation numbers have doubled in
Howick since .the new branch
opened earlier this year.
