Seaforth road construction projects to begin
soon on Louisa, Ord and Coleman Streets

Construction will begin soon on roads projects
in Seaforth after tenders were accepted for sewer
and watermain work on Louisa, Ord and
Coleman Streets at .Huron East council's Sept. 5
meeting.
On Louisa Street, 120 metres of sewer and
watermain will be replaced, starting at Huron
Street while on Ord Street, 100 metres .of sewer
and watermain will be replaced, also beginning
at Huron Street.
The Ord Street project will also include some
storm sewer and drainage work.
The Louisa, and Ord project, which should
begin this fall, will open up 17 lots for develop-
ment and will be done by Lavis Construction for
$148,842.85, the lowest of five tenders received
by Huron East.
The Coleman Street reconstruction, which
Public Works Coordinator Barry Mills says
should begin sometime next spring, will be done
by Birnam Construction for $825,229.35, the low-
est of seven tenders received by Huron East.
While the project originally planned to replace
sanitary sewers and storm drains, councillors
questioned how old the watermain is on
Coleman, wondering if it will also need to be
replaced.
Mills said he was told by former, Seaforth PUC
manager Tom Phillips that the watermain is 10
to 15 years old and "should be in good shape."
"If I was paying it out of my own pocket, I
would put new watermain in. You're going to
save pennies to spend dollars in a few years,"
said Seaforth Coun. Joe Steffler, adding that a
watermain that wouldn't last the lifecycle of the
road should be replaced.

Two county councillors declare
interest in warden's chair

The municipal elections are
still two months away but
two municipal leaders are
already expressing interest in
the county warden's chair.
In a move that came as a
surprise to some county coun-
cillors Thursday, Councillor
Deb Shewfelt, the mayor of
Goderich, announced his
intention to seek the warden's
chair if he is reelected or
acclaimed.
Minutes later, Coun. Paul
Klopp, deputy mayor for
Bluewater, said he, too,
intends to run for warden.
He officially filed his nomi-
nation papers Friday in a
reelection bid for the deputy
mayor's position, which is
also being sought by David
Johnston, current Bayfield
ward councillor in Bluewater.
"I, too, have given it a lot of
thought," he said, noting he
will further address the issue
if reelected.
"The more, the merrier," he
added.
County warden Rob Morley
noted these early declarations
mark the first time an elec-
tion will be held for the posi-
tion since 2001.
Conference costs
Councillor Doug Layton
(North Huron) is asking the
county to rethink its current
rate of remuneration for con-
ference fees given that the
Association of Municipalities
Ontario (AMO) set for Ottawa
is a pricey one, and reim-
bursement per council
is capped at $2,000
each per year.
While Coun Bernie
MacLellan (Huron
East) suggested divid-
ing up the surplus
funds used from unused
portions of father coun-
cillors' budgets at year-
end to help defray costs,
Coun. John Bezaire
(Central Huron) sug-
gested it is perhaps bet-
ter to leave it as a bud-
get issue for 2007.

Rognvaldson (Township
of Howick) said it is
unfair to ask council-
lors to pay for confer-
ence expenses out of
pocket.
Coun. Bert Dykstra
(Central Huron) said it
would be a good idea for
the current council to
settle the issue before
the next council takes
the helm.
Council's committee
of the whole will be
reviewing the issue,
and attempting to come
up with a workable
solution before the cur-
rent council is in a lame
duck position when
nomination date closes
for the November
municipal elections on Sept.
29.

Approval application for the Coleman Street
reconstruction just in case.
"If it's good pipe, leave it in. If it's not, replace
it. Leave it to these two gentlemen to figure that
out," said Brussels Coun. David Blaney, pointing
to Mills and a representative of B.M. Ross and
Associates.
Council passed a motion giving administration
authority to include the watermain work in the
Certificate of Approval application.
