County budget stands, despite provincial influx

Despite a recent and unexpected
influx of cash from the Province of
Ontario, Huron County Council will
stay with the buet passed last
month.
That budget, as it stands, carries
a 3.5 per cent increase over last
year's increase.
The unexpected funding from the
province, which includes new money
for things such as roads and bridge
maintenance, ambulance services
and literacy programs, totals $6.5
million.
This money will be kept in a
reserve fund to be used as projects
come up, but will not be applied
against this year's budgeted
increase.
While Warden Rob Morley saw
the additional monies as an unex-
pected windfall to shore up contin-
gency funds, some councillors ques-
tioned the wisdom of keeping the
money in reserves instead of includ-
ing it in the current budget, thereby
reducing the increase felt by county
ratepayers.
"I sure picked the right year to be
warden," Morley said during the
April 6 meeting of County Council.
"We became $6.5 million richer than
when we passed our budget. We've
been very fortunate this year."

But not all councillors felt putting
the additional funds into reserve
was the right move.
"What about the $6.5 million?"
asked Goderich's Deb Shewfelt.
"When are we going to include that
in the budget?"
In answering the query, Morley
said, "Let's not go on a 20 -minute
spending spree here. The budget
has been passed. It's a reasonable,
responsible budget so this money
will stay in reserves right now."
Even with that warning, council
quickly moved to support a recom-
mendation to use at least a portion
of the new money to fund projects
which were taken out of the current
budget 'during deliberations.
Some of the project to be funded
from reserves this year include the
paving of Count Rd. 31 from
Highway 21 to the Saltford Hill,
paving of the Baseline Rd. from
Summerhill to Auburn, and the
paving of a section of County M. 3.
As the "spending spree" was dis-
cussed, Coun. Paul Klopp reiterated
the warden's earlier remarks.
"Let's not spend more than we
have," Klopp said. "Remember, this
is one time funding."
In speaking to the recommenda-
tion that council tender these addi-
tional projects, Coun. Bill Dowson
supported the motion.
"I would support this recommen-
dation," Dowson told council. "We
took these projects out in order to
bring in a responsible budget, so
let's put them back now that we
have this extra money."
The motion passed and tenders
will be issued for the work to be
done. As those tenders are received
and approved, the work will be paid
for from the recently -bolstered
reserve fund.
County museum
benefits from
provincial cash
The Huron County Museum in
Goderich will benefit from the
increase in contingency funding
experienced by Huron County
Council, thanks to additional fund-
ing announced by the province.
The museum, which is in need of
upgrading to bring some of its sys-
tems up to current building codes,
will soon have a new sprinkler sys-
tem and a new and improved fire
alarm system.
At its April 6 meeting, county
council passed a motion to see
$9,000 spent on a new sprinkler sys-
tem and an additional $39,000
spend to upgrade the facility's fire
alarm system.
