Recent changes to provincial funding reduces
Huron East's share of farmland revenue

Huron East's financial sit-
uation isn't as rosy as it
was two weeks ago after
recent changes to the OMPF
(Ontario Municipal
Partnership Fund) formula,
Deputy -Clerk Brad Knight
told council last Tuesday.
The recent "tweaking" of
the OMPF formula, that
gave Huron County council
an extra $3 million, will
take away provincial fund-
ing towards farmland in
Huron East, leaving the
municipality with poten-
tially $500,000 less in its
budget in four years.
"We've taken the biggest
hit on farmland," he pointed
out, adding in a phone inter-
view after the meeting that
Huron East is no longer
benefitting from upper tier
level taxation on farmland.
Knight said that most of
the reason Huron County is
getting more provincial
funding is based on the
change in farmland funding.
However, because of a
provincial promise that no
municipality will get less
funding this year than last,
Huron East's funding will
remain at $3.1 million in
2006.
Next year though, provin-
cial funding to Huron East
will drop by $94,000 as the
municipality loses $25 for
each of 3,752 households.
The $25 per household loss
continues every year until
2010.
"What I'm saying is
they're overpaying us right
now," he told council.
"Four municipalities are
experiencing clawbacks and
we're the biggest one," he
said. "But, we're still way
above the others. We had a
pretty good ride."
Huron East received a
one-time grant of $429,000
as a reconciliation of
Community Reinvestment
Funding (CRF) from 2003
and 2004 and $452,832
extra annual funding under
the new OMPF funding last
year.
The one-time grant went
into reserves, raising Huron
East's reserves total past $2
million.
And, council is still decid-
ing how it will use the extra
$452,000 in its 2006 budget.
While Huron County
jumped from $2.5 million to
$5.7 million in 2006,
Central Huron went up
from $1.4 to $1.8 million
and Goderich went up from
$1.11 million to
$1.15 million.
Like Huron
East, municipali-
ties like
Bluewater, South
Huron and
Ashfield -
Colbourne-
Wawanosh "(ACW)
will also receive
less funding.
"Just a comment
- it doesn't hurt to
have an MPP in
your municipality,"
said McKillop
Coun. Ferg Kelly,
of the increase to
funding in Central
Huron, where
Huron -Bruce MPP
Carol Mitchell
lives.
Grey Coun.
Mark Beaven said
he had a "severe
problem" with the
fact that Huron
County is still
looking at a three
and a half per cent
increase in its bud-
get after receiving
3 million more
from the province.
"The public
needs to seriously
look at the coun-
ty's record when it
comes to this bud-
get," he said, ask-
ing if Huron East
council should
pass a motion
directing Huron
East's representa-
tives on county
council to "vigor-
ously speak
against it."
But, Mayor Joe
Seili said he had
already opposed
the proposed
increase.
"You don't have
to send the motion.
They already know
Huron East will
not support that
budget. If you
don't think I'm
fighting it, I am,"
said Seili.
Beaven suggest-
ed enlisting the support of
the municipalities of
Bluewater and ACW, where
provincial funding is
decreasing, to add their
voices against the county
budget increase.
"I can accept the county -
budget increase to match
assessment growth but any-
thing over that, when we're
in a rural income crisis, is
irresponsible and I urge
other municipalities to start
raising a stink. We had a
protest in Guelph today
because of that income cri-
sis," said Beaven.
