Mark Beaven during council's first look at its 2006 budget. "I still think we can get out of this with a zero per cent increase. I'm strongly committed and will oppose vigorously raising taxes even two per cent just because we can get away with it," he said at the Feb. 7 meeting. Beaven said council has raised its budget "a considerable amount beyond two per cent" during the past two years and "year three is the time to make up for those two increases." Huron East's budget went up 4.88 per cent in 2005 and 4.95 per cent in 2004. Deputy -Clerk Brad Knight took council through the budget without adding the extra $452,832 funding Huron East received from the new Ontario Municipal Partnership Fund (OMPF). "I'm asking you to start where you were last year recognizing the additional funding hasn't been brought into the budget yet," he said, adding the extra can be included later. He said assessment growth is already bringing the levy up by three per cent or $75,000 at the same rates as last year. "The three per cent increase will becompletely offset by new assessment growth," said Knight. Budget deliberations are starting out with Huron East having a reserve level of $2.3 million.
