Province needs to take stand on amalgamation
Huron East council discusses proposal to review results of amalgamation in Ontario

amalgamation, said Huron
East council at its meeting
last Tuesday.
A motion to support a res-
olution from Kitchener City
Council asking for "an objec-
tive review of the results of
amalgamation in Ontario"
was defeated at Huron East
council.
"We were opposed to it at
first and we know it costs a
lot more money than we
were told it would," said
Deputy -Mayor Bernie
MacLellan.
"The last thing I want to
do is spend more money to
tell me if amalgamation is a
good idea or not," he said.
The proposed review, cir-
culated to all municipalities
in Ontario, would look at
the affordability,
accountability and politi-
cial accessibility "with a
view to determining the
financial, service and
other benefits and/or
drawbacks of amalgama-
tion."
Tuckersmith Coun.
Bill DeJong asked if the
report might be valuable
if it addresses the wide-
spread discontent with
amalgamation.

Slaughter Equity Assistance Program, the government
will pay $500 for every $1,000 of farmer investment up
to $20,000 per farmer for a farmer -owned operation,
with a cap of $5 million per plant.
Seili says each farmer who wants to get involved must
invest a minimum of $1,000, which could be accessed
through Farm Credit or loans.
"Anyone can invest but only farmers can get the $500.
So, maybe you'd want to loan $1,000 to a farmer if you
wanted to get involved," says Seili. '
Seili is hoping $10 million can be raised from produc-
ers for the first phase, which would process about 1,000
head of cattle a week.
A second phase, which would increase the capacity to
2,000 head a week, would raise the cost to $26 million.
The proposed plant's business plan must be submitted
to the federal government before its approval to become
a federally -inspected plant that can supply foreign mar-
kets.
Seili said dealing with the Canadian Food Inspection
Agency has been smooth so far.
Forty-five acres (18 hectares) on Newry Road (on the
same property as the Brussels livestock yards) was
rezoned by Huron East council in August from general
agriculture, restricted agriculture and recreational resi-
dential to agricultural commercial -industrial - special to
accommodate the proposed plant.
While close to 30 people have been invited to hear the
presentation by Giffels Associates, the Toronto consult-
ing firm hired to create the feasibility study, the meet-
ing is open to the public.

off its (butt) and gives us
some direction. Otherwise,
it's just causing a lot of
heartache," he said.
Grey Coun. Mark Beaven
agreed saying, "to do any-
thing less is giving false
hope and is causing bad
blood between friends."
He added that personally,
he just wants to move for-
ward in Huron East as one
municipality.
