County to serve more
special needs children

lead to funding shortages.
The funding cut to Tuckersmith
would be enough to close
Tuckersmith Day Nursery, said
Huron East's deputy mayor.
"I can guarantee it; it's cast in
stone," MacLellan said.
MacLellan added that the biggest
change with this new program will
be a loss of service to Huron East.
However, Eveleen McDonagh,
children services manager, reported
that this project didn't just look at
one day care centre when it was cre-
ated.
"There's a lot of children in the
county being missed," she said.
McDonagh explained that the pro-
ject targets families who are not
able or do not want to send their
children to municipal daycares.
She added the salaries are not a
lot different and in fact, by appl'ov-
ing the plan, another part-time con-
sultant would be hired, meaning
there would be more service for
Huron County residents.
Generally, most county councillors
supported the plan.
"If $20,000 is going to shut down
day care in east Huron I think that's
pretty short sighted," said Goderich
Mayor Deb Shewfelt during the
meeting.
After the meeting, Shewfelt said
in Goderich's case, the money that
the county gave for resource consul-
tants was earmarked specifically for
that, not to offset the operation of
the daycare.
Shewfelt admitted there might not
be major cost savings but the
extended service was well worth the
change in format.
In the council chambers, Coun.
Bill Dowson of Bluewater echoed
Shewfelt's sentiments. He said the
redirected money will help improve
the daycare system for all of Huron
County, not just those who can get
to a municipal daycare centre.
"This program is about the chil-
dren of Huron County and I support
the recommendations," added Coun.
Murray Scott of North Huron.
During a phone interview after
the meeting, North Huron Reeve
Doug Layton said that while he
voted for the change, the loss of
$11,000 will be a loss for the
Wingham daycare centre which is
already facing a $75,000 to $100,000
deficit.
"I was very much against this in
the beginning but our hands are
tied," he said.
Layton said it was explained to
him that the province said Huron
County is spending too much on
administration of daycare resource
consultants and not enough towards
the children needing their services.
"I don't like losing funding but the
government is issuing the money for
daycare. I voted to go along because
I didn't see -any way around it," he
said.
But, despite the addition to the
Wingham daycare's deficit, Layton
said there's no talk of a need to close
the daycare centre.
"This is going to affect our taxpay-
ers but it's part of an ongoing strug-
gle we have to find some way
around," he said.
Yet, the Huron East Mayor explo-
sively told McDonagh the handling
for this project was not proper.
Seili said Huron County was con-
tinuing to take more services away
and more money out of Huron East.
"I'm not going to let the residents
of Huron East be robbed anymore,"
Seili said, outraged.
In the end, a recorded vote was
called and the county council over-
whelmingly approved the implemen-
tation of the travelling resource con-
sultants in a 15-2 decision.
Those voicing nays were
MacLellan and Seili.
Sheep shot
while grazing
in Huron East
A sheep grazing in a field on
Moncrief Road in Huron East was
shot and killed sometime overnight
on Nov. 2, reports the Huron OPP.
The animal was one of 100 sheep
grazing during the evening and
early morning hours on a farm.
