Annual property assessment happens this month
Property values could rise or classification could change, says MPAC spokesperson

As the new year slowly
approaches, it is time for
your property to receive its
annual assessment.
Assessment should be
delivered to all of Huron
County by Oct. 3, according
to Chuck Egener, from the
Municipality Property
Assessment Corporation in
Goderich.
He says notices will also
appear in local newspapers,
and he plans to schedule
information sessions in the
near future.
The new assessments will
be for the 2006 calendar
year but the assessment
itself comes from a base rate
in January 2005.
In other words, you are
assessed for 2006 by what
your property could have
sold for on Jan. 1, 2005.
Here's how it works.
The municipal tax rate
multiplied by your property
assessment, plus the educa-
tion tax, which is set by the
provincial government,
gives you your property
tax.
Although in most cases
it is true, Egener says,
"an increase in assess-
ment doesn't necessarily
mean an increase in
property tax."
Three factors can con-
tribute to a property tax
increase.
Your properties value
could rise, or there could
be a change in your prop-
erties classification.
The municipality sorts
properties into seven cat-
egories, such as residen-
tial, farm or commercial.

Seili also asked if it
would be possible to use
local stones for erosion
control.
"Why do we truck in
riprap when we grow
stones here," he said.
The original project,
which included enlarging
the CNR culvert and pro-
viding longterm mainte-
nance of Silver Creek
between the railway
tracks and the Seaforth
golf course, was done in
1992.
The goal was to reduce
the potential for flooding
in Seaforth.
This year, the ABCA
said decreased channel
capacity could result if the
erosion on the banks was
not corrected.
The costs were shared
50 per cent by the
Ministry of Natural
Resources, 45 per cent by
Huron East and five per
cent by the ABCA.
Huron East will pay its
portion of channel repairs
to Silver Creek but not
without some grumbling
by council last Tuesday.
The Ausable Bayfield
Conservation Authority
(ABCA) flood control pro-
ject along Silver Creek,
which included repairs to
a section of the stream
that was eroding, cost
$8,000, with the munici-
pality's share at $3,600.
The total was originally
estimated at $6,000.
Mayor Joe Seili said the
total has increased from
the initial estimates and
that he would have liked
to know that fact before
the work was completed.
"I'm not arguing about
doing it. But, to do the job
and then ask for extra
isn't right," he said.

Works Coordinator John
Forrest said the job was
own tax rate.
The third factor is if your
municipality requires more
money to deliver expected
services they will in -turn
raise the municipal tax rate.
Egener recommends for
anyone who questions
whether they received a fair
assessment to ask them-
selves, "If I had sold my
property back in Jan. 2005,
could I have gotten for it,
what my assessment is?" If
your answer is yes, then
you've probably received a
fair assessment.
