The recommendation came after a local builder approached the municipality about building on three of the unserviced lots in the area. "He can't do it on his own without the cooperation of the others," explained Public Works Coordinator John Forrest, adding that four landowners are involved. The lots are currently zoned future development, not residential, and Forrest said anyone who buys a residence on the land would also pay for the servicing. "The cost to do this work would be divided by the number of lots and a lot levy would be put on each lot to pay for the work. Basically, the municipality is becoming a developer," said Forrest in his report. He added that Mitchell has followed the same plan successfully. "I bet we'll fill it in three to four years," said Seaforth Coun. Joe Steffler. Mayor Joe Seili supported the idea, adding that the "north" of Huron East did the same thing and the serviced property did sell. "We've got to be proactive, not reactive," he said.
