County grumbles over rumble strips

Rumble strips on rural
intersections may make a lot
of noise but there appeared to
be just as much noise about
the speed
bumps at the
Thursday, June
2 meeting of
Huron County
Council.
Some county
councillors
became visibly
emotional over
the debate,
which reflects
apparent flip-
flops in county
policy
governing when rumble strips
should be milled in, milled
down or filled in.
County engineer Don
Pletch told the county that the
rumble strips aren't an
insurance requirement but
that they might reduce
potential risk and bodily
injury.
He suggested a legal
opinion on them be sought to
prevent liability for council
and staff but council defeated
that motion at the Thursday,
July 2 meeting.
"We need a legal opinion
whether we leave them alone
or we take them out," said
county councillor Ben Van
Diepenbeek (Ashfield-
Colborne-Wawanosh), in
speaking in favour of a legal
opinion.
He said he feels sorry'for
the residents who have to put
up with the noise - for
example, at Highway 21 and
County Road 84 in St.
Josephs - but questioned
whether the county should be
changing past practice just
because some residents have
spoken up against them.
Coun. Ken Oke (South
Huron) said the county takes
on liability if it puts comfort
ahead of safety. He said the
county position appears to be
that rumble strips are
introduced at some
intersections but that if
people complain we put
comfort over safety.
Coun. Ellen Connelly
(Goderich) said she had
changed her position on
rumble strips, supporting
them now for the reason of
putting safety ahead of the
nuisance factor their noise
causes to nearby residents.
She said the county policy
should be the same across the
board when it comes to
rumble strips.
A motion to keep rumble
strips in at the intersection of
highways 21 and 84 in St.
Joseph - but move them to
the east to reduce noise - was
defeated.
Several councillors said the
county was looking bad and
had egg on its face over
apparent reversals of policy
on rumble strips.
Coun. Bernie MacLellan
(Huron East) said council
would look even worse if it
filled in the rumble strips
now only to take them out a
short time later.
Warden Doug Layton
(North Huron) said what
would really make the county
look bad is if
the rumble
strips are
removed and
then a
collision
occurs.

said the
county had
decided not
to have
rumble strips at that location
and that there have been
incidents even at intersections
where the rumble strips are in
place. "

The county has
traditionally rolled in rumble
strips at most rural
intersections but the speed
bumps - to alert traffic of an
upcoming stop condition
during adverse weather
conditions - were milled
down in St. Joseph at the
county councils request in
2002 after complaints by
residents.
County. officials milled in
new rumble strips in April of
this year because, according
to Pletch, "it was the
objective opinion of
highways staff and my
professional opinion that the
rumble strips milled down on
May 8, 2002 were not
performing for their intended
use (of safety and warning
drivers of an impending
stop)."
"(Staff) was instructed in
May 2002 to grind the rumble
strips to reduce the noise, not
the effectiveness," Pletch
wrote in a report to council.
County staff were advised
later in April of this year to
fill in the milled -in rumble
strips.
