Sinkhole Tracer Study
Huron East / West Perth
Over the past two years, the Ausable Bayfield
Conservation Authority, in cooperation with MOE,
Ontario Geological Survey (OGS) and Municipalities
of Huron East and West Perth, have been conducting
an investigation of the sinkholes in these two
municipalities to determine details of their formation
and significance to local groundwater.
In the near future, a tracer study is planned to help
understand the interaction between surface water and
groundwater near sinkholes.
Information on the study will be presented at 7:30
pm. There will also be displays and opportunity for
discussion before and after the presentation.

History buff wants Huron's four
former military sites respected

Peter Fydenchuk says it is
high time the county's four
decommissioned military
bases get some respect.
Fydenchuk says it is high
time Huron County takes the
reins of its former military
sites like the one in Vanastra
to heart.
The fact that virtually
nothing pays tribute to the
historical importance of these
former sites, except what
could easily be called blight,
is a travesty, he says.
Fydenchuk points to the
eroding Memorial Gates of
Vanastra, which can easily be
spotted by passing motorists
on Highway 4, as one symbol
of the many shortcomings of
the state of these sites.
That is not to say, says
Fydenchuk, that any one
government body should be
blamed for the current
conditions.
However, Fydenchuk does
believe the county itself
should begin investigating
ways to both pay tribute to

This work is planned to be completed by.late 2005.
The project is being planned under Schedule B of the Municipal Class Environmental
Assessment. Subject to comments received as a result of this Notice, and the receipt of necessary
approvals, the County of Huron intends to proceed with the design and construction of these
projects. The project plans and other information are available at the Goderich Public Library, 52
Montreal Street, Goderich, ON N7A 2G4.
Interested persons should provide written comment to the County on the proposal within 30
calendar days from the date of this Notice. Comment should be directed care of Mr. Scott Davis,
'Totten Sims Hubicki Associates, 72 Victoria St. S. #202, Kitchener, Ontario, N2G 4Y9.
If concerns arise regarding this project, which cannot be resolved in discussion with the County, a
person or party may request that the Minister of the Environment make an order for the project
to comply with Part II of the Environmental Assessment Act, which addresses individual
environmental assessments. Requests must be received by the Minister at the address below
within 30 calendar days of this Notice. A copy of the request must also be sent to the County
Engineer care of the above noted address. If there is no request received by July 1, 2005, the bridge
repairs will proceed to design and constniction as presented in the planning documentation.

designed to draw in tourists.
Fydenchuk, a Second
World War history buff who
recently penned a history of
the Centralia air force based
called Before the Battle, Life
on a RCAF station during
World War II, says he has
approached members of the
South Huron and Huron East
municipalities about the
preservation and marketing of
military sites in the past but
the issue of who will cover
the cost always proves to be
an immediate barrier to
further discussion.
"This is a prime example
with the so called Memorial
Gates," says Fydenchuk,
pointing out their current
dilapidated state. "This is
insulting."
Fydenchuk notes he has
talked to war veterans who
also wish to see more respect
shown for the county's
important role in military
history.
One step in the right
direction, he says, is putting
some kind of display up at the
Huron County Museum
"The only radar facility in
North America was in
Clinton, there should be
something in place," says
Fydenchuk, noting it is no
small irony that Parkwood
Hospital, of London, now
hosts the only display paying
tribute to the Vanastra base.
"Middlesex County is now
hosting a display that was
from Huron County," he says.
Fydenchuk says that in light
of current economic realities,
including an ailing
agricultural sector, it would
make sense for the county to
take a look at the big picture
and diversify its interests by
placing appropriate
monuments at the Centralia
and Vanastra sites as well as
by using some of the land to
draw in industries rather than
leaving it to rot.
"This could be a positive
for Huron County instead of a
blight," he says, noting even a
grassroots effort could make a
substantial difference in at
least cleaning up the sites.
The alternative, he says, is
that tourists, as well as future
generations, will not be aware.

"What have we done in
Vanastra? Well, we have let it
become an eyesore," he says.
"I'm one to say let's pull
together as a county."
"Correct it — just on the
liability alone. You can't leave
it like this."
Jack McLachlan, clerk for
the Municipality of Huron
East, reports the municipality
is aware of the condition of
the memorial gates and that it
does plan to have them
repaired this summer.
He says the project will
cost about $3,000 to
complete. He says no further
plans are in the works for the
site.
Deadline looming for agreement
with public elementary teachers
Class trips and other extra-
curricular activities may
again be in jeopardy if the
Avon Maitland District
School Board fails to reach a
collective agreement with its
elementary teachers by this
week's June 1 deadline.
As is the case with teacher
unions at both secondary and
elementary schools, and in
both the Avon Maitland and
Huron -Perth Catholic school
boards, the local chapter of
the Elementary Teachers
Federation of Ontario
(ETFO) saw its previous
agreement expire on Aug.
31, 2004.
Since then, all four union
locals have been operating
without a contract, but only
ETFO has escalated its
pressure beyond standard
negotiation tactics.
In March and April, Avon
Maitland elementary teachers
joined many counterparts
province -wide in a work -to -
rule campaign, limiting their
non -teaching activities.

That was suspended when
the Ontario government
agreed on a "framework"
with the provincial ETFO
leadership, establishing a
suggested level of salary
increase over four years and
leaving school boards and
district teacher groups to
work out local issues.
Subsequently, almost a
dozen boards settled with
their elementary teachers.
Under that framework,
however, boards were given
a June 1 deadline for signing
deals. Once that passes this
Wednesday, it's expected the
work -to -rule will be
reinstituted, and perhaps
heightened, if no deal is
signed.
Avon Maitland director of
education Geoff Williams
was tight-lipped about
negotiations, saying only that
"progress is being made."
Negotiations also continue
with the district's three other
main teacher groups.
In Avon Maitland
secondary schools, members
of District 8 of the Ontario
Secondary School Teachers
Federation are also looking
at a June 1 deadline for the
expiry of a provincially -
negotiated "framework."
That local strongly
supported a strike vote prior
to the creation of the
framework, but hasn't yet
advanced through the other
stages necessary before a
work -to -rule campaign is put
in place.
In the Catholic system,
meanwhile, the ruling
Liberals failed to broker an
agreement between the
Ontario Catholic School
Trustees' Association
(OCSTA) and provincial
Catholic teachers' union
leadership.
Instead, the Catholic
boards were asked to work
within the frameworks for
their publicly funded
counterparts, with similar
deadlines imposed.
In an article on the Canada
News Wire service, OCSTA
president Paul Whitehead
argued, "the policy presented
by .the (Education) minister
does not take into account
the particular contractual
circumstances of Catholic
school boards. Many
Catholic school boards will
have great difficulty meeting
the salary demands of
teachers because they
already offer greater
planning and preparation
time than their public school
counterparts to offset lower
salaries."
In an interview. Huron -
Perth Catholic director of
education Larry Langan
agreed the imposition of the
provincial framework "does
sort of change the playing
field" for teacher
negotiations.
He expressed optimism,
however, that "within the
next week or two, we'll have
collective agreements with
both teacher groups."
